The Regional Development Department is responsible for regional planning, management, governance and monitoring with a focus on socially, environmentally and economically sustainable development. The department is located at the regional council administration and consists of five units. The Societal Planning unit is one of them and leads and drives development in areas such as energy transition, rural development, communications, spatial planning and housing provision. The strategic work on these issues requires flexible approaches as the factors affecting societal planning are numerous and interact with each other in different ways. Additionally, the work also needs to be adaptable when conditions change. Individual strategists in the unit may be given special responsibility for driving development within certain subject areas, but collaboration within the unit and complex relationships between different subject areas are the basis for how we organize the initiatives we are responsible for. The Societal Planning unit needs strategic expertise to lead assignments during the period 2026-2027, and we are therefore seeking a project-employed colleague who can strengthen our unit. Your responsibilities We are seeking a strategist who can drive broad development issues within the assignments the unit has in regional societal planning. The position will primarily concern the unit's assignments in regional development, with a strong focus on regional strategic planning. As a strategist, you are instrumental in facilitating the implementation of the regional development strategy through the "Implementation Programme for Climate, Environment and Energy" and the "Implementation Programme for Business Conditions and Innovation," where our primary tools are knowledge, collaboration and financing. You need to produce, analyze or disseminate relevant knowledge materials that other actors can use as a basis for further developing their activities. You should stimulate collaboration on issues where no single actor can manage implementation alone. As a strategist, you should be prepared to familiarize yourself with new subject areas and adapt to making strategic initiatives based on what the unit needs to focus on. You are a central force in collaborating both with regional operations and with other authorities, organizations and the business sector to jointly achieve our goals. We are looking for someone with a strong interest in continued development on Gotland, where professional environmental monitoring is an important tool for supporting, leading, coordinating and/or inspiring the region's administrations and other relevant actors. Preparing cases for the regional council and regional assembly, as well as monitoring and reporting results, are also important parts of the assignment. All regions in Sweden work with projects linked to the government's assignment on regional strategic planning. Region Gotland collaborates on this with Region Kalmar, Region Blekinge, Uppsala University Campus Gotland and Blekinge Institute of Technology in the "SPELPLAN" project, where we explore complex societal challenges using games. During 2026-2027, Region Gotland is implementing Sweden's digitalization strategy through the state offer of a broadband coordinator. In your role, you will project lead "SPELPLAN" and lead assignments that fall within the broadband coordinator role. Who are you? You have experience working with strategic development issues in societal planning. It is meritorious to have worked at a strategic and/or managerial level in a politically governed organization at municipal or regional level. You should have a relevant academic degree and good experience in project management. We would appreciate it if you have a driving license. As a person, you need to be analytical, strategic and organized. You have the ability to create and maintain good structure in a changing environment and can work independently. Great emphasis is placed on personal suitability. Relationship building and good collaboration skills are crucial for success in the assignment, and we are looking for a person who can communicate confidently across broad contact networks. You need to have good ability to express yourself in speech and writing in Swedish. We would appreciate it if you have good knowledge of Gotland. Why choose Region Gotland?
