The Technical Administration department within Östersunds municipality has a need to strengthen its security and preparedness organization so it operates across the entire administration and in collaboration with the entire municipal organization. The foundation of security and preparedness work within the administration is that there are complementary competencies and an understanding of the whole, with the common goal of creating safe, robust, and resilient operations. Therefore, the administration staff will be increased with a number of roles, which is why we now see the need for a Chief of Staff who takes responsibility for the entire staff group. All employees are part of a common whole but with a shared mission. We have different specialist areas. We have clear primary responsibilities. We work in common processes. We are measured on the whole, not just our own area. Your New Position As Chief of Staff/Deputy Director of Administration, you are responsible for leading, coordinating, and developing the administration's staff function. The administration staff also includes the administration's security organization, which operates across the entire Technical Administration. You ensure that the administration's leadership and operations receive support in the areas of security, preparedness, economics, governance, monitoring, internal control, insurance matters, environment, procurement, and board administration. In this role, you are the Director of Administration's closest support and deputy, with particular responsibility for translating political decisions into practical measures. You are part of the administration's management group and thereby contribute to the administration's overall development and results. Östersunds municipality, as a geographically responsible authority at the local level, is an important actor in the development of total defense in Jämtland. The position is classified in a security class requiring Swedish citizenship and will involve security vetting and background checks. Areas of Responsibility Manage activities, personnel, and economics within the administration staff. Lead work to develop the staff as strategic support for the entire administration. Create structure, working methods, and collaboration between the staff's various functions and the administration's operations. Be the Deputy Director of Administration and represent the administration internally and externally as needed. Ensure that the administration's governance, monitoring, and management processes function effectively and in accordance with the municipality's overarching governance. Support the administration's managers in governance and development matters. Ensure quality in decision-making materials, case handling, and monitoring. Ensure that legal requirements, guidelines, and municipal governance documents are complied with. Ensure qualitative analyses and decision-making materials based on adequate monitoring. Qualifications Requirements: Academic degree in, for example: Public Administration, Political Science, Economics, Social Sciences, Law Several years of experience as a manager with personnel, operations, and budget responsibility. Experience working in a politically governed organization. Experience in strategic management. Experience in operations development and change management. Experience in preparing decision-making materials for management and political bodies Knowledge of: Administration and Municipal Law Security Protection Act and Security Protection Regulations Information security and information classification Data Protection Regulations (GDPR) Security vetting and personnel security Risk management and internal governance Public Access to Information and Confidentiality Legislation Meriting: Leadership training Completed courses in public governance and management Completed courses in security, preparedness, or crisis management Experience from operational areas for which the Technical Board is responsible.
