We are seeking a senior requirements analyst/requirements manager for a position at a government agency in Stockholm. Assignment Description This is a full-time position involving a central role at the agency in the procurement of a new, modern, and user-friendly case management system. The agency wants to reduce long lead times, manual processes, and silos in current case management. The strategy is to first optimize case flows and processes, then add technology and automation where it creates clear value. You will independently plan, lead, and execute the requirements work and translate the organization's needs into a cohesive and procurable requirements specification. You will, among other things: Plan, structure, and drive the requirements work through current state analysis, baseline analysis, and development of requirements specification and procurement documentation Plan and conduct requirements gathering through workshops, interviews, document reviews, and where needed, in-depth interviews with users Support end-to-end process mapping and identify bottlenecks, wait times, manual steps, root causes, and improvement areas Analyze which improvements should be made through process changes versus system support or automation Document and structure business requirements and IT requirements, and break these down into functional and non-functional requirements Develop use case/user story descriptions for prioritized case flows Establish structure for prioritization, traceability, change management, decision log, and requirements ownership Develop acceptance criteria for key procurement requirements Act as a bridge between the business and IT and collaborate with case handlers, legal experts, process owners, IT architect, and solution architect Contribute to packaging and quality assurance of requirements for procurement. The assignment may involve processes where classified information or sensitive personal data is handled. The ability to work systematically with information security, data protection, and traceability is therefore an important part of the assignment. Mandatory Requirements You must have completed at least two (2) assignments in the past five (5) years in the role of responsible or leading requirements analyst in developing requirements specifications for procurement, acquisition, or replacement of case management systems or other comparable complex business systems. You must have documented experience in developing requirements specifications that have been used in procurement documentation in a public procurement or other comparable formalized acquisition of business systems. At least one (1) such assignment must concern a state agency, municipality, or region. You must have documented experience from at least two (2) assignments of leading process mapping of current state and baseline, and translating this into functional and non-functional requirements, including use cases/user stories, acceptance criteria, and requirements traceability. These assignments must not be older than five (5) years from the last day to submit an application response. You must have documented experience in requirements work considering and formulating requirements related to information security, logging, traceability, and data protection in connection with procurement or changes to business systems. You must have excellent ability to express yourself in speech and writing in Swedish and good proficiency in speech and writing in English.
