About the Position
Scouterna and the City of Västerås intend to establish a long-term collaboration through an idea-driven public partnership (IOP) with the goal of strengthening children's and young people's opportunities for meaningful leisure time. Together, we want to increase the proportion of children and young people who participate in organized leisure activities, with particular focus on the western districts of Västerås where the need is greatest. Through this project, we develop new working methods and activities that contribute to increased community, safety, and hope for the future. The work is based on the scout method, where learning by doing, participation, and community are central. The initiatives include both recurring leisure activities, camp activities, and development of new forms of activities that reach more children and young people over time. This can, for example, include day scout camps, family outings, and evening activities. The project should not only create activities here and now, but also help more children, young people, and families find their way into associational life and be given the opportunity to continue their engagement.
As project manager, you will have a central role in driving and developing this work. You are responsible for planning, implementation, and follow-up of the activities, and work closely with both Scouterna's organization and the City of Västerås. The role involves translating overarching goals into concrete activities and ensuring that the initiatives have an impact on the target group.
The assignment involves extensive collaboration with various stakeholders. You will work closely with different departments within the municipality, for example departments within culture, leisure, and schools, schools, other organizations in the local area, and established scout groups. At the same time, you are expected to be proactive in creating new collaborations and, where needed, contribute to establishing new activities and new forms of scouting in areas where such activities currently do not exist.
The focus of the project is to reach children and young people in more vulnerable areas of Västerås and contribute to creating safe, inclusive, and meaningful contexts. The work involves both offering activities and building relationships, trust, and long-term presence in the local community. In shorter periods, you will supervise staff during the implementation of activities.
Start occurs in fall 2026, where the initial work involves conducting a feasibility study and target group analysis, establishing contact with all stakeholders, and building networks.
Terms of Employment
Fixed-term employment with start date October 1, 2026 – December 31, 2028
You will be employed by Scouterna's national office, with Västerås as your place of work, where your closest manager and colleagues are also stationed.
We require that you provide a certificate from the police criminal record registry and that you complete Scouterna's training in "Safe Meetings."

About You
We are looking for someone who wants to take an active role in developing activities that make a real difference for children and young people. You have experience driving projects from idea to implementation and follow-up, and are accustomed to working in a structured manner with both planning and evaluation in complex assignments.
You have a good understanding of how voluntary engagement works and enjoy working in an environment where different stakeholders meet. You are motivated by collaboration and creating long-term results together with others.
We see that you have experience in:
Project management and driving work from idea to implementation and follow-up
Associational life, preferably scouting or similar activities
Finance, both in terms of planning and ongoing budget management
Building networks and creating relationships with different types of stakeholders
For you to succeed in this role, we believe you are:
Structured with a good ability to plan and prioritize
Self-directed and proactive with drive to make things happen
Relationship-oriented and comfortable collaborating with different target groups
Comfortable leading or working with children in various forms of activities
Flexible and comfortable switching between strategic work and practical implementation
B-level driver's license

About Us
Scouterna is a membership organization with a long history of offering children and young people meaningful leisure time in Sweden. Those of us who work at Scouterna are based in Stockholm, Gothenburg, Malmö, and Västerås, and we are approximately 70 employees in total. As a workplace, we are characterized by a desire to make decisions as close to the activities as possible, which contributes to strong ownership of what we accomplish.
We work in close collaboration with volunteers, which means work also takes place in evenings and on weekends.
