DUTIES As Head of Community Development, you lead the community development area and are responsible for driving the development of an attractive, sustainable and growing municipality. You lead the administration's work in line with the municipality's vision, political goals and strategic development areas. You create structure, clarity and good conditions for political decisions to be implemented effectively, in accordance with the law and with high quality. The role involves working both strategically and operatively, with a holistic perspective on the municipality's development. The Community Development Department is a central part of the municipal administration and actively contributes to the municipality's strategic management and development. You are part of the municipality's management group and are expected to actively contribute to the municipality's overall management, coordination and development. You promote collaboration throughout the municipal organization and with external actors such as businesses, associations, authorities and regional partners. Environmental monitoring is an important part of the assignment, as the community development area is characterized by rapid changes and complex challenges. Main responsibilities: • Lead and develop the community development administration and its areas of operation. • Ensure that the municipality's planning and building processes function effectively, in accordance with the law and with good service. • Drive strategic development work in sustainable growth, physical planning, land and development, environment, technical infrastructure and business conditions. • Ensure that committees and boards receive well-founded decision-making materials and professional presentations. • Lead through subordinate managers and create a culture characterized by collaboration, participation and continuous improvement. • Represent the municipality in contacts with contractors, entrepreneurs, associations, authorities and other external actors. • Ensure good financial management, budget compliance and high implementation rates. • Contribute to developing the municipality's working methods, project models and collaboration structures within the community development process. Areas of responsibility included in the position: • Community planning and strategic planning • Detailed planning and implementation issues • Land and development • Traffic and infrastructure • Business development function • Public health • Crime prevention • Ecological sustainability • Property department • Emergency services QUALIFICATIONS We see that you have: • Academic degree in a relevant field, for example community planning, engineering, environment, law, economics or equivalent competence acquired in other ways. • Documented experience in a leading position in a politically controlled organization. • Experience leading through subordinate managers. • Good understanding of the different parts of the community development process from idea and planning to implementation. • Experience with budget, personnel and operational responsibility. • Good ability to express yourself orally and in writing and experience in preparing decision-making materials. • Category B driving license. • Experience leading in complex environments with many stakeholders. Meriting factors: • Experience in procurement and client role in relation to contractors and consultants. • Knowledge of the Planning and Building Act, land and development law and sustainability issues. • Experience leading major projects or development work with documented ability to translate strategic goals into operational activities. • Experience in change management. • Knowledge in the property field. • Leadership training or equivalent.
