Chief Inspector of the Strategic Development and Public Relations Department of the Main Office Requirements for position candidates: Compliance with requirements set out in Articles 4 and 7 of the Service Law for officials of institutions within the Ministry of Internal Affairs system and Prisons Administration with special service ranks to enter service: - Must be a Latvian citizen; - Age between 18 and 50 years; - Physical fitness meets Cabinet of Ministers requirements (Cabinet of Ministers Regulations No. 288 from 28.05.2013 "Physical Fitness Requirements for Officials of Ministry of Internal Affairs System Institutions and Prisons Administration with Special Service Ranks"); - Health status and psychological characteristics meet Cabinet of Ministers requirements (Cabinet of Ministers Regulations No. 970 from 21.11.2006 "Regulations on the Health Status and Psychological Characteristics Required for Officials of Ministry of Internal Affairs System Institutions and Prisons Administration with Special Service Ranks and Candidates for Official Positions, and the Procedure for Verification of Health Status and Psychological Characteristics"); - Has not been convicted or sentenced for intentional criminal offenses, or held criminally liable for committing intentional criminal offenses; - Must have higher education (bachelor's degree) or second-level professional higher education in law, social and human sciences, humanities, commerce and administration, civil and military defense, or information and communication sciences (journalism and communication education program group); - Must have 3 years of service experience in the State Border Guard or service (work) in the internal affairs, justice, or foreign affairs sector in the field of international relations; - Desirable experience in European Union affairs or international cooperation; - Desirable experience and knowledge in website administration; - Must have ability to work with computer programs (Word, Excel, PowerPoint, Visio, CorelDraw, Adobe Photoshop, Adobe Acrobat, email and internet browsers); - Must have good English language skills at least at B2 level (for communication with cooperation partners); - Before taking office, must obtain a Category 3 (confidential) special permit for access to classified government facilities. Main duties of the position: - Develop, coordinate, and promote internal and external communication of the State Border Guard with the European Border and Coast Guard Agency (hereinafter – FRONTEX), European Union Asylum Agency (hereinafter – EUAA), European Union Law Enforcement Training Agency (hereinafter – CEPOL), and other European Union institutions; - Participate in ensuring the State Border Guard's fulfillment of obligations toward European Union institutions in internal affairs and justice sectors; - Assess European Union initiatives and develop proposals for national positions in internal affairs or justice sectors; - Represent the State Border Guard in European Union institutions (including agencies); - Post information about FRONTEX, EUAA, CEPOL, and other European Union institutions' planned and implemented activities and their results on the State Border Guard website and other media publications; - Develop informational materials about the State Border Guard on social media platforms, promoting State Border Guard personnel recruitment and participation in FRONTEX joint operations and EUAA expert involvement; - Organize and conduct interviews with FRONTEX Permanent Corps experts deployed in the territory of the Republic of Latvia; - Publish information about visits of leading foreign officials to the Republic of Latvia within the framework of events organized by FRONTEX, EUAA, CEPOL, and other European Union institutions; - Prepare and distribute press releases, news, informational notices, and other publications about the State Border Guard's cooperation with FRONTEX, EUAA, CEPOL, and other European Union institutions; - Organize press conferences, information campaigns, and public relations events.
