Duties
The Comorbidity Reform represents a comprehensive transition for both the region and municipality. The reform's intentions emphasize coherent, person-centered, and coordinated support for people with comorbidity, where the employment and social administration and functional support administration must develop shared working methods, structures, and division of responsibilities. Success requires strategic and long-term change management conducted in close collaboration between our organizations and within the city's social administrations.
Ahead of the reform's implementation on January 1, 2028, both the region and municipality must carry out preparations, analyses, and organizational adjustments. To ensure this work is conducted in a structured, coordinated manner in line with the reform's intentions, we are seeking a project manager to lead the social services' work.
The project manager is responsible for driving the development of working methods, processes, structures, and organization based on social services' changed mandate. The role supports the leadership structure in developing and deciding on interventions, methods, and follow-up in accordance with new conditions. The work spans from strategic development issues to operational process support.
Primary Duties
In accordance with the project directive:
Map and compile current structures and ongoing processes within the comorbidity area.
Produce decision-making materials for the changing mandate concerning investigation, assessment, interventions, and follow-up.
Lead and facilitate development projects, improvement initiatives, and cross-professional working groups.
Support operations in implementing the project's deliverables.
In collaboration with Region Skåne, develop decision-making materials for coordinated/integrated operations.
Qualifications
We are looking for someone with a university degree of at least 180 credits in social work, behavioral science, public health, psychology, sociology, or another qualification the employer deems equivalent.
You have several years of experience working in social services, preferably in authority functions or outpatient care with a focus on harmful use and dependency. You also have experience leading development and change initiatives as well as project management experience. Experience in collaboration with the region and other actors within the care and support system is a requirement. Project management training is a merit. We would also like to see experience leading workshops, development work, and implementation processes.
You express yourself very well in Swedish, both verbally and in writing.
To succeed in this role, you have very strong analytical skills and can identify, structure, and compile complex issues into clear decision-making materials. You also have good pedagogical skills and can adapt and convey complex information in a clear and engaging way to different target audiences. As a person, you are relationship-building and attentive, with the ability to create participation and bring others along in change. You are organized and quality-conscious, while also being courageous and confident in challenging existing structures and working methods when needed to drive development forward. You work independently and take responsibility for your processes, but are also collaborative and comfortable in cross-professional contexts. You have a broad understanding of social services' mandate and good knowledge of the target group.
About the Workplace
The Department for Quality and Development is part of the management office and consists of six units. With a cross-administrative mandate, the department supports and strengthens quality, legal certainty, and development within the administration's work. The mandate includes analysis, coordination, and qualified support to operations, administration management, and the committee, with a focus on compliance with the core mandate and progress toward municipal council goals.
