We work both strategically and operationally with operations, maintenance, facility care, and property development – from ongoing service to consulting, project management, and long-term planning. Together, we create sustainable environments where the municipality's operations can function and develop. We are now seeking a Planning Engineer for the Property Department. About the Position As a Planning Engineer, you will have a central role in developing, maintaining, and monitoring maintenance and reinvestment plans for the municipality's property portfolio. You will conduct status assessments of properties and translate the results into concrete action proposals and develop budget and investment documentation. An important part of the assignment is to analyze needs, prioritize measures, and prepare decision-making materials that enable well-balanced and long-term sustainable investments. The role involves close and continuous collaboration with technical managers, project leaders, operations, departments, and the finance function. You will contribute your expertise in dialogues and decision-making processes and ensure that planning is anchored in both operational needs and financial frameworks. Responsibilities As a Planning Engineer, you will: Establish and continuously update long-term maintenance plans Conduct technical status inventories Prepare decision-making materials and cost estimates Analyze and prioritize measures based on technical, economic, and operational needs Participate in budget and investment work Coordinate planned property measures Work with statistics, key performance indicators, and property data Assist in procurements and technical investigations You are also expected to contribute to developing working methods, processes, and structures within property management, with a focus on quality, efficiency, and continuous improvement. Qualifications We are looking for someone with a relevant higher education degree, or alternatively other education or work experience that the employer considers equivalent. You have a good understanding of building technology and property economics, as well as experience in property management, construction projects, or technical planning. It is advantageous if you have worked with maintenance planning, investment work, or similar tasks, preferably within the public sector. As a person, you are structured and analytical with the ability to see the whole picture in complex contexts. You work systematically and are accustomed to preparing materials that support strategic decisions. You thrive in a collaborative role, have good communication skills, and find it easy to build trust and establish good relationships. A driver's license (Class B) is required for this position. As part of the interview process, we will conduct an identity check and verify citizenship. Acceptable documents are a passport, international ID card, driver's license + identity certificate from the Swedish Tax Agency, or other ID documentation that establishes citizenship. For certain positions, a copy of the police's suspicion and conviction register is required. We welcome language skills in Finnish and/or one of the Sami varieties, as Örnsköldsvik Municipality is part of both the Finnish and Sami administration areas. In our municipality, a number of positions are classified as security-sensitive, so security clearance may be required.
