About the role As a personnel specialist in labour law and employer support, you have a central role in the agency's work to ensure lawful, professional and sustainable employer practices. You work both operatively and strategically with qualified labour law issues and personnel matters, and provide important support to managers and operations on employer matters. In the role, you are responsible for handling and coordinating qualified labour law matters. The work includes, among other things, personnel matters related to labour law regulations, labour law investigations, whistleblower cases and matters to be dealt with by the Personnel Responsibility Committee (PAN). You prepare matters, produce decision documents, create minutes and other documentation, and ensure that the handling is carried out in a lawful, professional and efficient manner. You provide qualified support and advice to managers on labour law issues and help ensure that legislation, collective agreements and internal governance documents are applied correctly and consistently in the operation. The assignment also includes conducting negotiations and cooperating with employee organizations and the safety organization on matters concerning the employer area. The role involves close collaboration with the chief negotiator and other functions within the personnel area. Together you contribute to developing and managing processes, routines and working methods that strengthen the agency's employer support. You are also expected to contribute to creating long-term continuity, redundancy and knowledge transfer within the labour law and employer area, which is an important prerequisite for sustainable operations. You will be part of the Division of Common Functions, which was established on 1 April 2025 and consists of approximately 150 employees. The Division brings together the agency's support and development functions in finance, analysis, procurement, facilities, customer, communication, personnel and development. The Division is in a development phase where coordination, common working methods and business development are in focus. Within the division is the Personnel Unit, where you will be placed. The Unit consists of approximately 20 competent, engaged and motivated employees who are responsible for the agency's work in employer matters, skills provision, recruitment, pay, monitoring, reporting and statistics. The work is characterized by cooperation, high professionalism and a common focus on providing the operation with qualified and operationally close support. As a personnel specialist, you will have the opportunity to contribute both to daily operations and to the continued development of the agency's employer support, processes and working methods. In the role, other tasks within the personnel area may also occur based on the needs of the operation. You must have an academic degree in the personnel area with a labour law focus or other education that the employer deems relevant long experience of qualified personnel work with a labour law focus experience in handling labour law personnel matters experience in conducting or coordinating labour law investigations experience in negotiation and cooperation with employee organizations good knowledge of labour law and public administration good ability to express yourself well in speech and writing in Swedish good administrative skills and experience of lawful documentation in sensitive matters. It is advantageous if you also have experience of work within a state agency experience of work related to the Personnel Responsibility Committee (PAN) experience of secretarial support or administrative coordination in committee matters experience in handling whistleblower cases knowledge of public information and confidentiality legislation experience of work in security-sensitive operations experience in preparing or developing internal governance documents and processes.
