Jūrmala Municipal Police (reg. No. 90000056554) invites experienced and responsible leaders to join our team PREVENTION AND RESPONSE DEPARTMENT HEAD (Profession classifier 1349 08) We are looking for an experienced, strategically minded, and responsible leader who is ready to ensure the overall functioning of the Prevention and Response Department, its sustainable development, effective management, and strengthening of public safety in Jūrmala. The Prevention and Response Department includes three interconnected sub-units: Patrol Police Group (response); Operational Information Center (operational information flow, video surveillance, prevention); District Inspector Group (prevention, administrative enforcement, and response). The department head is responsible for ensuring the purposeful, coordinated, and effective functioning of these units, focusing not only on addressing current issues but also on risk forecasting, prevention, and development planning. If you have experience in police or legal work, the ability to manage multi-level structures, make strategic decisions, and build effective teamwork – we are looking for you. Main Responsibilities: • Ensure overall management of the Prevention and Response Department, including planning, coordination, and control of all subordinate units; • Analyze operational situations, collect and evaluate information, improve the department's tactics, methods and response models, and provide professional development training; • Regularly evaluate the department's performance, identify risks and issues, plan and implement development measures; • Organize and monitor preventive measures based on analysis of causes of administrative violations and contributing circumstances; • Ensure oversight of administrative violation proceedings and control of procedural actions; • Ensure effective public order and safety supervision, including participation in patrols; • Develop annual work plans for the Prevention and Response Department and ensure their implementation. Requirements for Candidates: • Compliance with the requirements of Article 21, paragraph 1 of the Law "On Police"; • Higher education (education in law will be considered an advantage); • Professional development training certificates; • Experience in police work and in a managerial or coordinating position; • Strategic thinking, analytical skills, and ability to make responsible decisions; • Experience in process, team, and change management; • Good communication, cooperation, and leadership skills; • Knowledge of the state language at an advanced level; • Category B driving license (with at least 3 years of driving experience). We Offer: • Stable salary of 2510 EUR per month before tax and social benefits in accordance with state and municipal institutions; • Maintenance allowance 100.00 EUR per month; • Health insurance (after probation period); • Vacation allowance at 50%; • Employment for an indefinite period; • Additional vacation up to 10 working days; • Jūrmala entrance fee discount of 90%; • Responsible, dynamic, and socially significant work; • Professional, supportive, and experienced team.
