PREVENTION AND RESPONSE DEPARTMENT HEAD

We are seeking an experienced, strategically minded, and responsible leader ready to ensure the overall operation of the Prevention and Response Department, its sustainable development, efficient management, and strengthening of public safety in Jūrmala.
The Prevention and Response Department includes three interconnected sub-units:
Patrol Police Group (response);
Operational Information Center (operational information flow, video surveillance, prevention);
District Inspector Group (prevention, APAS and response).
The Department Head is responsible for ensuring targeted, coordinated, and effective operation of these sub-units, focusing not only on addressing current issues but also on risk forecasting, prevention, and development planning.
If you have experience in police or legal fields, the ability to lead multi-level structures, make strategic decisions, and build effective teamwork – we are looking for you.
Key Responsibilities:
• Provide overall management of the Prevention and Response Department, including planning, coordination, and supervision of all subordinate sub-units;
• Analyze operational situations, collect and evaluate information, improve department tactics, methods and response models, and ensure professional development training;
• Regularly evaluate department performance, identify risks and problems, plan and implement development measures;
• Organize and oversee preventive measures based on analysis of causes of administrative violations and contributing factors;
• Ensure supervision of administrative violation case proceedings and procedural actions;
• Ensure effective public order and safety supervision, including participating in patrols;
• Develop annual work plans for the Prevention and Response Department and ensure their implementation.
Requirements for Candidates:
• Compliance with requirements of Article 21, Part 1 of the Police Law;
• Higher education (education in legal science will be considered an advantage);
• Professional development training certificates;
• Experience in police work and in a leadership or coordinating position;
• Strategic thinking, analytical skills, and ability to make responsible decisions;
• Experience in process, team, and change management;
• Strong communication, collaboration, and leadership skills;
• State language proficiency at advanced level;
• Category B driver's license (driving experience of at least 3 years).

• Stable monthly salary of 2510 EUR before taxes and social guarantees in accordance with public and municipal institution employees;
• Maintenance compensation of 100.00 EUR per month;

The selection competition will take place in three rounds:
Round 1 - Assessment of candidates' education and work experience based on submitted documents.
Round 2 – Knowledge test and completion of practical assignment.
Round 3 – Interview, during which the candidate's knowledge and competencies will be assessed in accordance with requirements for the position.
