Head/Director of Structural Unit in Public Administration (Health Sector)

The Ministry of Health announces an open competition for a vacant civil servant position – Head of the Health Promotion and Environmental Health Department (for an indefinite period). You will have the opportunity to: lead and coordinate the development of public health policy and implement its monitoring in the areas of health promotion, environmental health, anti-doping, and sports medicine In your work you will: lead and coordinate the work of the Health Promotion and Environmental Health Department (hereinafter – the Department); provide proposals for the Ministry's (hereinafter – the Ministry) objectives and tasks in accordance with the Department's areas of activity; coordinate the Department's staff cooperation with the Ministry's structural units, as well as with state administration institutions and capital companies under the Ministry's authority in which the Ministry holds state capital shares; lead and coordinate the development of legal acts regulating the health sector and policy planning documents in accordance with the Department's areas of activity, including identifying and providing proposals for the development of new policy planning documents and legal acts or necessary amendments to regulatory acts; provide information to the public, prepare written information, and give interviews in any format to mass media within the Department's competence in accordance with the Ministry's leadership or the Public Health Department Director's assignments; represent the state in working groups of European Union institutions and World Health Organization working groups and other international institution working groups, including ensuring the evaluation of World Health Organization documents, European Union legal act drafts, and preparing Latvia's position on issues within the Department's competence. We expect from you: compliance with the requirements of Article 7 of the State Civil Service Law higher academic or second-level professional education (preferably a Master's degree) in medicine, public health, biology, health sciences, or social sciences; work experience in a leadership position in state administration or municipal institutions (at least 2 years); practical work experience in the healthcare system or public health system (at least 2 years); skills in developing policy planning documents and regulatory acts; understanding of issues within the Department's competence; ability and skills to give interviews in any format to mass media, as well as skills to prepare written information to the public on issues within the Department's competence; knowledge of European Union guidelines and understanding of European Union legal norms in healthcare and their implementation mechanisms; ability to work under high work intensity conditions and independently plan your work; English language knowledge at least at B2 level to ensure correspondence with foreign cooperation partners and organize business trips; communication and cooperation skills.
