If you have experience or interest in healthcare or public health, achievements in developing and implementing operational strategies, and interest in international cooperation, we invite you to apply for the position DEPARTMENT HEAD Strategic Planning and Development (profession code 1213 05) one civil service position for an indefinite period Required qualifications for the position: master's degree or equivalent qualification in health sciences, social sciences, management sciences, economics, law, public administration, or another field relevant to the position; at least three years of professional experience in state administration or in a capital company in the healthcare sector. Work experience in healthcare or public health will be considered an advantage; at least two years of experience in a leading position; experience in developing organizational strategies and their successful implementation; understanding of the healthcare and/or public health system and industry development trends; understanding of state administration processes, regulatory acts, and policy planning; desired experience in planning, implementing, and monitoring European Union funds, other foreign financial instruments, or internationally funded projects; experience in managing information and communication technology or information system projects will be considered an advantage; excellent communication and cooperation skills, ability to build cooperation in Latvia and in an international environment; state language proficiency at the highest level; very good English language skills (at least B2 level) for professional cooperation with representatives of European Union member states and other international institutions (the department is the main unit coordinating international cooperation of the institution); leadership competencies, strategic thinking, initiative, and ability to make development-oriented decisions. Applicants must meet the requirements of Article 7 of the Civil Service Law. Main job duties: lead and develop the work of the Strategic Planning and Development Department (the department includes the Quality and Service Management Division, as well as the Information Technology Projects Division); develop, implement, and improve the institution's development strategy, ensuring its practical implementation; coordinate strategic planning, quality management, risk management, and project implementation processes, including the implementation of two European Union-funded information system development projects with total funding of 4 million euros; analyze healthcare industry development trends and prepare proposals for the institution's and industry's development; coordinate cooperation with Latvian and international partners, including European Union institutions; represent the institution in international working groups and professional forums; actively participate in preparing for and conducting Latvia's presidency of the European Union Council, coordinating issues within the institution's competence; lead change processes, develop the team, and foster a results-oriented work culture.
