Deputy Head of Institutional Structure / Deputy Director (Government Administration Sector)

The Ministry of Transport (Registration No. 90000088687) announces a competition for the position of Deputy Director of the Road Transport Department - Head of the Motor Transport and Road Safety Division, a civil servant position for an indefinite period. Main responsibilities: Plan, organize, and manage the work of the Motor Transport and Road Safety Division, ensuring quality and timely completion of assigned tasks, and if necessary, substitute for the department director and the Infrastructure Division head; Develop and coordinate policy planning documents, draft regulatory acts and administrative acts in motor transport, motor transport tax, road traffic safety, and international freight and passenger transportation; Represent the interests of the Ministry of Transport in the Cabinet of Ministers, Saeima commissions, inter-institutional working groups, conferences, seminars, European Union institutions and international organizations; Prepare legal assessments, opinions and recommendations for the ministry's management, and ensure that regulatory acts comply with Latvia's international obligations and European Union legislation; Cooperate with state administration institutions, industry organizations and capital companies, and substitute for the department director during his/her absence. Requirements for applicants: Compliance with the requirements of Article 7 of the State Civil Service Law; Higher academic or second-level professional higher education in engineering sciences (preferably in motor transport or the road sector) or legal sciences; At least two years of work experience in state administration; At least two years of work experience in drafting regulatory acts; At least two years of work experience in legal work (desirable); Work experience in a leadership position (desirable); Knowledge and experience in motor transport; Understanding of administrative procedures in institutions; Good knowledge of English (for information preparation, document analysis and participation in international meetings); Ability to analyze, compile and evaluate large volumes of information; Good communication skills and ability to clearly present your viewpoint. The performance of job duties requires the independent use of a national electronic identification solution, i.e., eParaksts mobile, eParaksts eID or eParaksts card.
