announces a competition for a vacant position of Head of the First Separate Department (Records Management) Requirements for candidates: academic or second-level professional higher education, preferably in law, business and administration, management, or document and archives management; excellent knowledge of Latvian language; knowledge of English and Russian at least at B2 level (foreign language knowledge is necessary for communication with applicants and information sources); compliance with the requirements of Article 5, paragraph 5 of the Corruption Prevention and Combating Bureau law and the criteria established in the "State Secrets" law for obtaining special permission to access state secrets (Article 9, paragraph 2); good computer skills (MS Office); analytical thinking and ability to independently organize work; ability to make decisions within the scope of office competence and take responsibility for them; good planning, organizational, argumentation, and communication skills; precision, high sense of responsibility, ability to delegate tasks, and ability to work under high-intensity conditions; desired understanding of corruption prevention and combating; recommended minimum 3 years of experience in public administration, of which at least 1 year in records management, as well as desired experience in the circulation of classified information documents of state secrets objects, North Atlantic Treaty Organization (NATO), European Union, and foreign institutions. Main job duties: lead, organize, and plan the work of the records management department, assign tasks to employees, control their execution; organize document and electronic information management, document destruction, and archives management; organize the management of classified information of state secrets objects, North Atlantic Treaty Organization (NATO), European Union, and foreign institutions; within the scope of competence, organize the consideration of submissions from natural persons, private law legal entities, and public institutions, and provide responses to them; organize the functioning of the external whistleblowing mechanism; organize information exchange with state security agencies and law enforcement institutions (including foreign and international ones), as well as with other public institutions; within the scope of competence, provide support in the development of regulatory act drafts, preparation of opinions on regulatory act drafts, public education and information on matters related to the department's functions and competence.
