The HR Department consists of approximately 25 employees divided between two units: the Payroll Unit and the HR Unit. The department is led by an HR Manager. Here work a payroll manager, payroll specialists, HR specialists, negotiation manager, developers, recruiters, administrators, and system administrators. The HR Department, together with the municipality's managers, drives, develops, and coordinates all HR-related matters in the municipality. JOB RESPONSIBILITIES As a payroll specialist with us, you will be part of a service-oriented and engaged payroll unit with an important mission to ensure that the municipality's employees receive the correct salary at the right time. We are in an exciting development phase. The municipality has recently completed a procurement of a payroll system and will continue to work in Personec P. At the same time, we are facing a major system change where the current scheduling and staffing system Time Care will be replaced by Medvind. Implementation starts in the fall and is expected to be fully completed by 2027. As a payroll specialist with us, you work in a team. Each team is responsible for different parts of the payroll process. One team might, for example, work with employment contracts and administrative documentation, while another focuses on support and advice via phone, case management systems, and in-person meetings. To build broad competence and understanding of the whole process, payroll specialists regularly rotate between the teams' different areas of responsibility. In this role, you will, among other things: • Provide qualified support and service to managers and employees on matters concerning salary, employment, and absence. • Handle and follow up on employment documentation and ensure that registrations and salary payments are correct. • Provide support via phone, case management systems, and in-person meetings. • Prepare various types of certificates and respond to government inquiries. • Interpret and apply collective agreements, legislation, and internal regulations. • Conduct checks, quality assurance, and follow-up of payroll-related processes. Work in payroll administration periodically involves a high pace and contains many recurring tasks. QUALIFICATIONS We are looking for someone who has: • Post-secondary education in payroll or other education or work experience that the employer deems equivalent. • Experience interpreting and applying laws, regulations, and collective agreements in the payroll field. • Good system skills and ability to work in digital support systems. • Good ability to express yourself in Swedish, both verbally and in writing. It is a merit if you have: • Experience with qualified payroll work and good understanding of the entire payroll process. • Experience working in municipal or other politically governed operations. • Experience with Personec and/or Medvind. • Experience educating, informing, or coaching managers and employees in the payroll field. • Experience with system administrative work such as checking logs, account reconciliation, and file uploads, etc. We place great emphasis on your personal qualities.
