As Delivery Area Manager for Data and Analytics Support, you will be part of the Municipal Executive Office's development function and will be part of the department for digital development and innovation. Responsibilities As Delivery Area Manager, you will play a central role in developing and strengthening the municipality's capacity to work with data and analysis as the foundation for management, development, and innovation. Karlstad Municipality has a broad and complex system environment with many operational systems and large data volumes. To take the next step, we need to strengthen the ability to view information and data as shared resources, not merely as something that exists in individual systems. In your role, you will be an important connecting bridge between operations and technology, with emphasis on the operations-oriented side. You will lead and coordinate the development of the delivery area and contribute to creating common working methods, structures, and capabilities that make it easier for our operations to describe, understand, quality-assure, and use their information and data. The role includes close collaboration with other key roles at the Municipal Executive Office such as information security, operational management, and IT. In your work, you will move across the entire municipal group. Your main areas of responsibility: Lead and develop the delivery area, develop target images, action plans, and decision-making materials. Take responsibility for budget and resource planning, procurement, and management of consultant support. Contribute to structures for data warehouses, information and concept models, and analytics support. Explore how predictive and prescriptive analysis with AI support can contribute to better planning, smarter decisions, and increased societal benefit. Strengthen work with open data to create transparency, innovation, and new opportunities for both the municipality and the surrounding society. Collaborate with those responsible for Geodata, IoT, and other data-driven development areas. Plan and implement competency-building activities that strengthen the municipality's data maturity and common working methods. Qualifications We are looking for someone who: Has experience with strategy and operational development related to digital development. Has a good understanding of data, information, and analysis as support for management, development, and innovation. Has experience with decision support, data analysis, or data platforms. Has experience working at the intersection of operations, management, legal/information security, and technology. Can explain complex matters in a simple and understandable way. Has relevant post-secondary education, such as in informatics or data science. It is advantageous if you: Have experience from the municipal or public sector. Have knowledge of information management and information security. We will place great emphasis on personal qualities. To succeed in this role, you need to be comfortable leading without always having formal authority over all aspects. You thrive when moving between strategic issues and practical development and understand that real change happens together with the municipality's operations and needs to be based on shared responsibility, learning, and long-term thinking.
