Background and context
One of the client's projects is currently finalizing system documentation and working within contract and environmental permit processes. Planning of the construction phase is also in full swing. As Communications Manager, you have an overarching mandate, both strategic and operational, to ensure that communication functions by leading, coordinating, and ensuring that all parties within the Sweden negotiations communicate jointly and correctly based on collaboration agreements and communication platforms. You are also a communication support to the project and management. In practice, this means that you:
Ensure consistent and coordinated messages between parties
Work according to Framework Agreement (collaboration agreement) and communication platform
Lead and coordinate the communications council
Ensure functioning information flows
Provide support on strategic communication matters
Lead and coordinate communication work in the project
Ensure high communication awareness within the project
As Communications Manager for the client's city project, you belong to the Department of Communication and Sales (Project Communication Section) and are assigned full-time to the client's project organization. To succeed in your role, you need to work closely with the client's four communication sections, which in various ways are responsible for the client's external and internal communication and channels.
Role description:
The Communications Manager leads and coordinates communication work based on established practices within a division of the client, ensures that messages are correct and consistent, and supports the project on strategic and operational communication matters. This happens through work with:
Communication support to management
Participate in the project's core team and provide ongoing support to management by ensuring that communication perspectives are considered in operations, particularly in complex and critical matters. The role contributes to strengthening the communication organization.
Planning and evaluation
Annually plan and forecast external communication initiatives in line with project goals, manage and monitor budgets linked to activities, proactively identify resource needs, and evaluate completed initiatives.
Project management, coordination, and work direction
Lead and implement planned communication initiatives by analyzing target groups, formulating objectives, goals and messages, and selecting appropriate channels and methods. The role coordinates work with relevant functions within the project and is responsible for operational direction of communication resources, including the contractor's communicators.
Quality assurance
Assist the project with external communication materials through target group adaptation, clear language and correct format, and ensure that content is fact-checked by experts before publication.
News work
Identify risks and opportunities that may result in publicity and convey these to the press communicator. Collect and analyze news flow related to the project and work proactively with risk measures to, for example, prevent negative public opinion about the project. Continuously update the project's web pages with current information.
External contacts
Provide the client's customer service with current information about the project and the surrounding impact work being conducted.
Communication coordination within the client's administration
The Communications Manager reports to Project Manager RBc and coordinates communication with the Department of Communication and Sales and the Project Communication Section Head.
Key requirements:
University degree (or equivalent) in communication, journalism, or other relevant education for the position
At least two years of professional experience as Communications Manager or Communication Director
At least ten years of professional experience in communication
At least three years of experience leading large complex infrastructure projects
At least 1 year of experience working with web (such as Optimizely and Episerver)
Placement:
The assignment currently allows for both remote work and on-site work at the office on Kungsholmen in Stockholm and in the future at an external project office. The expectation is to be present on-site at least 60 percent of your work. Days and times for this are determined based on organizational needs and the client's approval.
Schedule and scope:
Start: 2026-08-17
End: 2029-12-31
Extension options: The client has the option to extend the contract period by an additional 1+1+1 years under existing contract terms
