We are now recruiting an Office Manager/Chief Administrator—a confident and development-focused leader who wants to take a key role in the municipality's continued organization and development. 1 position(s). JOB RESPONSIBILITIES The position is located within the Municipal Executive Administration. As Office Manager/Chief Administrator, you have a varied, meaningful, and strategically important assignment where you get the opportunity to make a real difference for the entire municipal enterprise. You are responsible for leading, developing, and monitoring the office department's operations, with focus on quality, legal certainty, efficiency, and service. You are part of the administration's management team and work in close collaboration with the Municipal Director and other managers for overall coherence and long-term development. The assignment includes operational, personnel, work environment, and budget responsibility for the department, which consists of 12 employees with various functions and responsibilities. Initially, there is a clear focus on creating structure, ensuring that routines and decision-making processes comply with legislation and regulations, and contributing to increased internal competence regarding the Municipal Act, administrative law, and legal processes. You are also expected to drive digitalization and streamlining of work methods, always with legal certainty and quality at the center. The work tasks encompass broad responsibility where you lead work with board and municipal council administration, case preparation, records management, archives, communication, and contact center. You ensure professional support to political committees, administration management, and managers and provide legal support primarily to the Municipal Executive Administration, but also to other committees and companies in the municipal enterprise. The role also involves leading the municipality's work within electoral administration, information security, data protection/GDPR, and crisis communication. A central part is to drive the continued development of the municipality's contact center as a shared service function for the entire municipality, while contributing to the municipality's overall development and strengthening structures in an organization undergoing change. QUALIFICATIONS We are looking for you—a confident, clear, and communicative leader with strong integrity and the ability to create structure in complex contexts. You thrive in a politically governed organization and have a strong interest in how good administration and legal quality create value for operations and citizens. You work from a holistic perspective and act in accordance with laws, guidelines, and political decisions. We see that you have: • Relevant university education, such as law degree, political science degree, or public administration, or alternatively other education in combination with experience assessed as equivalent. • Good knowledge of public law, the Municipal Act, the Administrative Act, legislation on public access to information and confidentiality, and GDPR. • Good ability and experience working with political bodies such as the municipal executive and municipal council. • Ability to lead and develop both legal and administrative processes, and experience with media and communication processes. • Several years of leadership experience with responsibility for personnel, work environment, finances, and operational development. • Experience leading, developing, and working in structured case processes, with focus on ensuring legally sound, efficient, and traceable handling. • Confident leadership with experience in change management and team development. • Excellent communication skills and express yourself well in Swedish, both orally and in writing. • B-category driver's license. Meritorious experience includes: • Leading a secretariat or support function in a municipal organization. • Legal work—for example as a municipal lawyer, administrative lawyer, or case handler. • Driving digitalization of administrative and legal processes and work methods. • Leadership training, preferably in Developmental Leadership (UL).
