Description The City Environment Administration holds overall responsibility for the city's public spaces, traffic, and coordinated mobility. We work to create accessible, attractive, and vibrant urban environments and natural areas. The administration owns and manages the tram network in Gothenburg and is also responsible for the city's specialized transport service. Approximately 1,000 people work at the administration. The City Environment Administration is part of Gothenburg's city development administrations. Together, we work to create conditions for functioning infrastructure, quality housing and premises, an inviting public environment, and work toward making the city sustainable from all perspectives. Stay updated by following the City Environment Administration on LinkedIn and Snapchat. Duties As a jurist, you provide legal support to the various operations of the City Environment Administration. Your work will be varied and encompass a broad range of legal issues, with emphasis on public procurement law. You will provide legal advice to managers and employees with many different professional roles—from project management, traffic regulation, and land leasing to nature management, animal husbandry, data protection, board administration, and public procurement. You will be part of a group of six jurists who together provide legal support across a large number of legal areas. The unit also includes a unit manager, seven procurement managers, two procurement coordinators, one contract controller, and one procurement and supply strategy advisor. Work is conducted in close collaboration with colleagues on the unit and the administration's other operations. You will, among other things: Provide legal support before and during procurements as well as in contract follow-up, Review contracts and provide support in contract preparation, Prepare legal assessments and statements, Assist the administration in appeals, objections, and other legal proceedings, Provide support in preparing matters for the City Environment Board, Respond to consultation requests and plan and conduct legal training. In your work, in addition to public procurement law matters, you will encounter issues in, among others, contract law, construction law, municipal law, administrative law, public access to information and confidentiality, IT law, property law, environmental law, and legislation concerning traffic, use of public space, and spatial planning. The role involves considerable personal responsibility and good opportunities to independently manage legal matters, while you also have close access to collegial support and knowledge exchange. Qualifications Your Profile We are looking for you who are confident and analytical with a strong interest in public administration. You enjoy working independently in a broad role where you handle varying legal matters and provide qualified support to operations. At the same time, you have good collaboration skills and a service-oriented approach. We are looking for you who have: A law degree. Multiple years of experience in qualified legal work at a law firm, court, or within public administration. Very good knowledge of public procurement, competition law, state aid, and contract law. Basic knowledge of municipal law, administrative law, public access to information and confidentiality, and data protection. It is meritious if you have: Notary credentials. Experience with legal matters related to urban development. Experience in information security and data protection, particularly in procuring IT systems in public administration. Experience with commercial IT agreements. As a person, you are analytical, thorough, and confident in your legal judgments. You are driven and take responsibility for advancing your work with high quality. The role involves many contact points, and you therefore need to have a service-oriented approach and be able to create good collaborations through a professional and attentive manner.
