Solna Municipality's procurement and purchasing unit is in an exciting development phase, and you will have a very important role in shaping this development. About the Procurement and Purchasing Unit The position is located in the procurement and purchasing unit, which is part of the city management office and is part of the department for finance and business management. The department has about forty employees, and the procurement and purchasing unit has 15 engaged and skilled staff members. Procurement occurs across all of the city's operations, and the procurement and purchasing unit has a supporting and steering role in the city's procurement work. Solna Municipality procures approximately 2.5 billion kronor annually, which places great importance on the city's procurement and follow-up work. We conduct procurements through the entire procurement process, analyze and continuously monitor the city's contract compliance and purchasing patterns to identify new development areas. The city's e-commerce system is an important tool for realizing procurement potential, and this spring we are facing the transition to a new e-commerce system. The procurement and purchasing unit is in an expansion phase. The unit is now introducing category management, where an already strong team will be strengthened by an additional IT procurement specialist who can independently lead and conduct procurements within the IT category. As an IT Procurement Specialist, you are responsible for driving Solna Municipality's IT procurements through the entire process, from needs analysis and dialogue with operations to the design of procurement documents, bid evaluation, and completed contracts. You work closely with both the city's IT function and other operations to ensure that procurements are commercially sound, legally correct, and support the city's goals. The work involves, among other things: • conducting market analyses and translating operational needs into clear requirements, • leading project groups and maintaining the process toward clear timelines, • conducting structured dialogue with suppliers and ensuring transparent communication, • documenting, evaluating, and following up on procurements in accordance with applicable regulations, • contributing to the development of a category-based approach within the IT field. You will also be a key person in further developing the IT category. Who Are We Looking For? We are looking for you with a strong professional background in public procurement, particularly in the IT field. You have an analytical approach and can independently assess legal, technical, and business consequences in IT procurements. To succeed in the role, you need to have: Requirements: • relevant academic degree or equivalent post-secondary education in procurement, law, or economics, • several years of experience independently conducting IT procurements in accordance with the Public Procurement Act (LOU) within the public sector, • good understanding of public sector operations and its processes, • very good ability to express yourself in speech and writing in Swedish, • good Office skills. Meritorious: • experience with category-driven or strategic procurement work, • experience procuring cloud services and applying relevant contract and security requirements, • experience with information security in procurement, including requirements related to GDPR, data protection, NIS, and MSB guidelines, • knowledge of alternative procurement procedures within IT, such as innovation partnerships, competitive dialogue, or negotiated procedures. You are confident in your competence, work in a structured manner, and take initiative. You thrive in a consultative role where you collaborate broadly, build relationships, and drive processes forward with both integrity and service awareness. You find it easy to communicate clearly and pedagogically, even on complex matters, and you build trust with both operations and suppliers.
