We are looking for an experienced IT procurement specialist for an exciting assignment Assignment Description The assignment consists of independently managing and driving procurement processes within various areas, primarily IT procurements and procurements according to LUF/LOU/LUK. Where applicable, conducting renewed competitive bidding of existing framework agreements. As a procurement specialist with the client, you are responsible for leading the procurement process. You take responsibility for creating a favorable business arrangement and ensuring that the procurement is structured so that established objectives regarding time, scope, and quality are achieved. Your assignment includes quality-assuring the requirements specification to ensure it complies with procurement legislation and that the project follows the client's procurement process and guidelines. As a procurement specialist, you are also responsible for: - Leading and conducting complex procurements in accordance with applicable legislation and internal guidelines. - Collaborating with project managers, project teams, and other stakeholders on contract and procurement matters. - Preparing decision-making documents. - Translating technical and operational needs into clear procurement documents. - Preparing request for proposal documents, requirement specifications, administrative regulations, commercial terms, and agreements. - Responsibility for market analysis, risk assessment, and supplier dialogue. - Supporting project managers and internal stakeholders throughout the procurement process. - Conducting supplier qualification, evaluation, and negotiations. - Ensuring the agreement is transferred to the recipient according to the project order or task order. - Consolidated communication with suppliers. - Coordination and communication with both internal and external stakeholders. - Record-keeping and closure of procurement after award. Mandatory Requirements - At least nine (9) years of work experience as a public procurement specialist with very strong knowledge of procurement legislation according to LOU and LUF. - You must have completed at least five (5) IT procurements, from needs analysis and preparation of procurement documents to award decision and contract signing ("from start to finish"). - Post-secondary education in procurement and purchasing, law, economics, or other education relevant to the assignment. Meritorious Qualifications - You have extensive experience applying information and IT security in procurements and/or knowledge and experience in IT law, particularly the Cybersecurity Act and NIS2. - You have documented experience from at least two (2) IT procurement assignments that included negotiations. - You have at least two (2) assignments with experience in developing requirement specifications for IT systems, IT services, or digital solutions.
