The Office of Finance and Management has a coordinating role and provides support to the entire municipality in finance, planning, and follow-up. The area of responsibility includes budget, accounting, financing, investments, and financial administration, as well as procurement, purchasing, administrative functions, case management, and facility strategic issues. The office also coordinates operational planning, follow-up, statistics, quality, and analysis, and drives the municipality's work for long-term sustainable societal development. The role of Investment Strategist is located in the unit for economic planning and follow-up. The unit consists of twelve employees with roles such as project controller, board controller, property controller, municipal controller, and economic strategist. You report to the Budget Manager. 1 position(s). JOB RESPONSIBILITIES As an Investment Strategist, you have municipality-wide coordination and development responsibility for the investment process and long-term investment planning. You coordinate investment needs in the goal and budget processes and lead investment networks within the municipality. You drive development work in the municipal group's investment processes and document and develop investment and development processes, and provide economic support in the preparation of political assignments regarding facility issues and facility supply plans. You work closely with the accounting unit. Your contact points are broad, and the role requires good collaborative skills and the ability to adapt communication to different target audiences, both internally within the administrative organization and in contact with elected politicians. Your work responsibilities also include: • Support in monitoring ongoing investment and development projects • Support and sounding board in early stages ahead of important decisions regarding project setup and financial management • Conduct economic risk assessments and support in developing project budgets • Ensure that project decisions follow the delegation order and the municipality's project model • Responsibility for monthly reconciliation of a smaller number of strategically important projects • Responsibility for consolidated reporting of the municipality's entire investment portfolios • Active participation in steering groups and presenting at political meetings • Support in preparing documents for requests for proposals • Support managers and project leaders in preparing project cases for the steering group • Involved in development work within investment and development accounting • Special assignments beyond the above may be added. QUALIFICATIONS We're looking for you who have: • University education in economics or other education/professional experience deemed equivalent • Several years of professional experience from municipal activities within the finance sector • Expertise in investment accounting and financial management • Ability to compile, analyze, and present data • Ability to lead colleagues and projects • Experience with qualified work on investment and development issues • Documented experience in change and improvement work is a merit • Experience in process development and digital tools is a merit As a person, you are structured and have the ability to plan, prioritize, and drive your work forward in a systematic manner. You are analytical and enjoy processing, analyzing, and translating complex information into well-founded documents and recommendations. You are confident in your professional role and have the ability to drive matters forward independently. At the same time, you have an easy time collaborating with others and building good relationships, both within and outside the organization. You appreciate dialogue and collaboration and have the ability to build trust in the contexts in which you operate.
