We are seeking an interim finance and unit manager for a government agency in Stockholm during a period of operational development and transformation.
Background
The Finance Unit is responsible for financial monitoring, internal control, and financial decision support to management.
An operational change initiative has already been initiated. The work includes mapping and analysis of the finance function's mandate, working methods, competencies, and organization, as well as development of a more appropriate and operationally-aligned finance function. The assignment involves taking over and ensuring continued progress in this work while leading and developing the ongoing operations in accordance with the department manager's direction.
Assignment Description
The interim manager is responsible for the day-to-day management of the finance unit and reports to the department manager.
The interim manager is expected to independently take over responsibility for the finance function with limited introduction and immediately ensure both the ongoing operations and continued implementation of the already-initiated operational transformation work.
The assignment encompasses both operational management and implementation of an ongoing operational transformation initiative, including:
Responsible for the day-to-day management of the unit and personnel responsibility for approximately ten employees
Ensure quality in financial monitoring, forecasts, financial statements, operations reporting, and financial decision-support materials
Ensure qualified financial support to management
Take over and lead the continued mapping and analysis of the finance function's mandate, working methods, competencies, and future needs
Complete the finance function's organization and working methods and ensure implementation of operational changes
Ensure continued implementation of already-decided development initiatives
Develop and establish improved working methods within financial management, analysis, and monitoring
Drive the transformation and skills transition necessary to strengthen the finance function's analytical and operational support capabilities
Collaborate with other functions regarding financial analyses, ABC costing, service pricing, and revenue planning
Ensure continuity, progress, and a structured handover as the assignment concludes
Work takes place on-site at the client with some opportunity for remote work.
Required Qualifications
Academic degree in economics, accounting, or equivalent education
At least five years of documented experience as a finance manager or equivalent senior position
Documented experience leading finance functions through change and transformation
Documented experience taking over and continuing an already-initiated change or development initiative
Documented experience developing financial management, organization, processes, and working methods
Documented experience with financial management in larger and complex organizations
Documented experience with financial management in revenue-financed service-producing operations
Experience with ABC costing, service pricing, and revenue planning
Experience analyzing finance functions' organization, mandate, and working methods and translating analyses into concrete improvement proposals
Documented experience preparing financial decision-support materials and reporting to management groups, boards, or committees
Very strong ability to express yourself in Swedish, both orally and in writing
Meriting Qualifications
Experience from politically-governed organizations
Experience developing controller or finance functions
Experience with operational planning, internal governance, and control
Experience with change management in the public sector
Experience with skills transition or organizational changes
Personal Requirements
The interim manager should be able to quickly understand the operations and independently drive the assignment with limited introduction. The assignment requires:
