We are seeking an interim CIO/IT Director for a government agency within the employment and labor market sector. The purpose of this assignment is to lead, develop, and ensure the agency's mission of contributing to a well-functioning labor market. The assignment aims to ensure continuity, stability, and continued trustworthy leadership within the IT business area during the period when the agency requires an interim IT Director. Through strategic management, modernization of working methods, digitalization, and automation, the organization will create the conditions for increased operational benefit, higher quality, strengthened security, and improved user experience for job seekers, employers, and employees. The IT Director shall ensure a purposeful organization, governance, and culture that promotes innovation, collaboration, delivery capability, and continuous development in accordance with the state's values and the agency's strategic objectives. Job Description The IT Director is responsible for the strategic, tactical, and operational management of the agency's IT business area, consisting of approximately 800 employees organized within four departments and 18 units. The assignment includes: - Leading, developing, and monitoring the IT business area to ensure that the organization's goals, mission, and deliverables are achieved - Having overall business, budget, and personnel responsibility for the business area - Driving and implementing change and development initiatives that strengthen the agency's digital capabilities, improve working methods, and increase operational benefit - Ensuring that strategies are converted into concrete objectives, action plans, and feasible roadmaps - Developing and managing governance models, architectural capabilities, processes, and working methods that support the agency's long-term development - Leading through subordinate managers with a focus on trust, accountability, results, and sustainable work environment - Actively contributing to the agency's management group and ensuring that the IT perspective is integrated into the agency's overall strategic work - Promoting collaboration between IT operations, other business areas, trade unions, suppliers, and other external stakeholders - Ensuring that operations are conducted in accordance with applicable legislation, security requirements, state values, and the agency's internal governance and guidelines - Creating conditions for a culture characterized by openness, trust, innovation, collaboration, and continuous learning Required Qualifications - At least 5 years of experience leading a large IT organization, of which at least 2 of these years within the last five years shall have included change work within working methods, culture, and technology - Academic degree at least at bachelor's level in computer science, data science, information technology, or another comparable technical field - At least 5 years of documented experience with strategic work in organizational development and implementation or development of governance models (ITIL, agile frameworks, or product management) - At least 5 years of documented experience converting business strategies into governance, prioritization, and delivery within an IT organization (IT governance) - At least 5 years of documented experience leading through other managers with responsibility for personnel, work environment, and business objectives - At least 3 years of experience reporting to the CEO/Managing Director and working in the organization's top management group, with shared responsibility for the organization's results, development, and continued renewal - Very good knowledge of Swedish, both spoken and written – all documentation is prepared in Swedish unless otherwise agreed Meritorious Qualifications - Valid certification in IT architecture, enterprise architecture, or information architecture (certifications in multiple areas are particularly meritorious) - Experience leading, developing, or maintaining an information security management system according to ISO 27001 and/or MSB's guidelines - Experience leading, supporting, or participating in work with implementation or adaptation to NIS2, CER, and/or Swedish cybersecurity legislation - Experience within government operations handling matters concerning foreign-owned cloud services and applications, including requirements for information security and security protection - Documented experience working according to the state's values or equivalent code of conduct in operations with high requirements for regulatory compliance Assignment Summary - Scope: 100% - Assignment period: 2026-09-01 – 2027-03-01 - Work location: Solna About Selecta Recruitment Selecta Recruitment AB specializes in interim and consulting assignments within leadership, technology, and infrastructure development, among other areas.
