HR Manager is an important function because Hällefors, like many others, faces challenges regarding competency supply, being an attractive employer, and increased labor market mobility.
As HR Manager, you lead the municipality's HR matters and payroll administration and collaborate with approximately 37 managers to create a positive and efficient operation. The professionals within the unit consist of 2 system administrators/payroll specialists, 1 payroll administrator, 1 HR specialist, 2 HR generalists, and 1 HR Manager.

Responsibilities
In the role of HR Manager:
You lead and develop both your employees and all processes related to the assignment and your area of expertise.
You see and understand the unit's primary mission as both supportive and demanding.
You provide the municipality's managers with advice, support, and tools so they can take responsibility for their employer and leadership duties.
Priority areas involve developing the unit through, for example, streamlining and digitalization of work methods and processes within both HR and payroll.
The HR Manager is part of the municipal administration management group and reports to the Municipality Manager.
Qualifications
To be successful in the role of HR Manager, we see that you have:
A completed academic degree in HR or equivalent work experience.
At least 5 years of experience with broad HR work or other experience that the employer deems relevant for the position.
Multiple years of experience in change and development work.
Very good knowledge of laws and regulations.
Experience collaborating with unions and conducting negotiations.
As a person, you are curious, driven, diplomatic, and confident.
You have excellent communication skills and work best in a role close to operations, with many contact points both internally and externally.
You are courageous and have a strong focus on development.
Your ability to inspire and engage people creates commitment while you understand the importance of setting boundaries to clarify roles and mandates.
