Group Manager for the Infrastructure Unit in the Urban Development Process We need a group manager for our Infrastructure Unit within urban development – do you want to be part of shaping the future of Nacka? Nacka Municipality is one of Sweden's most expansive municipalities where sustainable community development, efficient management of economic resources, innovation, and quality are in focus. The Infrastructure Unit is responsible for design, procurement, and development of the municipality's public infrastructure such as roads, streets, parks, squares, and utility systems. We build facilities that are to be owned and managed by the municipality and contribute to external projects in the urban development process. Now we are seeking a structured, development-oriented, and driven group manager who wants to lead the implementation of the Infrastructure Unit's urban development projects. Your RoleAs a group manager, you will have a crucial responsibility for leading infrastructure projects in some of Nacka's most expansive areas. You are responsible for a geographic area within the municipality and manage projects within your geographic area from planning and design through implementation and handover to operations. You lead a competent team of project managers and specialists and coordinate work with other units within the municipality, contractors, consultants, utility owners, and other external stakeholders. The role involves significant responsibility for ensuring that projects are executed with the right quality, within budget, and according to set schedules. You report to the Unit Manager for the Infrastructure Unit and are part of the unit's management group together with the unit manager, deputy unit manager, and two group manager colleagues responsible for different geographic areas. Together, you are responsible for developing the operations, creating alignment, and ensuring efficient implementation of the municipality's investment projects. You have responsibility for finance, personnel, and work environment within your operational area and actively contribute to developing both operations and employees with a focus on quality, sustainability, collaboration, and continuous improvement. Your Main Areas of ResponsibilityPersonnel responsibility for employees within your geographic area of responsibility, including work environment, skills development, compensation, recruitment, and resource planning. Provide feedback from your geographic area to contribute to the unit's joint operational development. Manage the implementation of infrastructure projects with focus on schedule, quality, work environment, and finance. Manage sub-project budgets, budget monitoring, forecasts, and financial reporting within your geographic area. Ensure that resources are used efficiently and that operations are conducted in accordance with the municipality's objectives and guidelines. Participate in operational development within the Infrastructure Unit and with other units within the municipality. Actively participate in the Infrastructure Unit's management group and contribute to strategic and operational development issues. Represent the municipality in internal and external collaboration forums. Be responsible for or participate in the development and implementation of agreements with utility owners and other external stakeholders. Serve as the municipality's representative in project and contract matters according to delegation. Participate in procurements, contractor matters, and implementation of complex infrastructure projects. RequirementsUniversity or college degree in urban development, infrastructure, construction engineering, or equivalent. Several years of experience driving infrastructure projects in the public sector, contracting, consulting, or similar. Experience in design and production within infrastructure. Good knowledge of financial management, budget monitoring, reporting, and project administration. Experience with budget responsibility in major investment or implementation projects. Experience with public procurement law and application of AMA Infrastructure, MER Infrastructure, AB 04, ABT 06, and ABK 09. Documented knowledge of work environment, procurement, contract law, and industry regulations. MeritsExtensive experience with complex infrastructure and urban development projects. Experience from municipal or state operations. Experience leading project managers, site managers, or other specialists. Experience with implementation agreements with utility owners and coordination with external infrastructure stakeholders. Experience working in a politically governed organization. Experience collaborating with contractors, consultants, and other stakeholders in the urban development sector.
