We are seeking a Group Manager for Infrastructure and Systems at Västervik Municipality's IT and Digitalization Unit.
Your Responsibilities
As a group manager, you will lead, develop, and follow up on the work of the group responsible for operating, managing, and further developing the municipality's technical IT platforms – servers, storage, networks, security platforms, and central system components. The group is also responsible for operating the municipality's many business systems. You will ensure that the group delivers a stable, secure, and cost-effective infrastructure that enables the municipality's operations and digitalization efforts.
The role involves full personnel responsibility for the group's employees. You will build a well-functioning, collaborative, and competent group. Given the technical nature of the group's mission, you will act as a "working manager" – with emphasis on leadership but with sufficient technical understanding to contribute to technical prioritizations, requirements, and decisions. You are part of the IT unit's management team (IT LG) and contribute to the unit's overall governance, strategy, and development.
An important part of the assignment is to create structure and clarity in a group that works with both planned development work and ongoing operations. The group works agile with sprint-based planning, where you drive sprint planning and backlog prioritization together with the group.
The position may involve work with information, systems, and operations that impose high demands on security and structure. The assignment involves collaboration with multiple parts of the municipality, companies, suppliers, and other external parties.
Examples of Responsibilities:
• Full personnel responsibility including recruitment, onboarding, employee conversations, salary discussions, work environment, and competency development.
• Drive sprint planning and backlog prioritization together with the group and ensure that deliveries meet agreed quality and timelines.
• Follow up on the flow of cases from the operations, prioritize escalations, and balance planned work against reactive case work.
• Actively plan and follow up on the group's budget, identify investment needs, and report financial deviations.
• Drive and participate in development initiatives and projects affecting the group's area of responsibility, including ongoing M365 transformation.
• Act as a working manager and actively contribute to technical discussions, prioritizations, and decisions.
• Present technical choices, principle decisions, and major changes to the IT Manager, IT LG, and other decision-making forums.
• Work closely with IT architects, IT security coordinators, other group managers, and external suppliers.
• Actively participate in the IT unit's management team and contribute to overall governance, strategy, and goal follow-up.
Your Competence
We are looking for someone with relevant education in IT or equivalent professional experience that the employer deems equivalent.
You have documented experience of leadership with personnel responsibility, preferably in a technology-oriented environment. You have a good understanding of IT infrastructure and experience in planning and following up budgets and finances. You also have experience driving change and development initiatives in a technology-heavy environment.
We would appreciate it if you have experience with several of the following:
• Leadership with personnel responsibility in an IT or technology-oriented environment
• IT infrastructure: servers, storage, networks, virtualization, and basic security
• Budget and financial follow-up in an operations-oriented business
• Agile working methods, sprint planning, and backlog management
• Major transformation initiatives, such as cloud migrations or M365 implementations
• Supplier management and work with procured services
• ITIL processes and structured change management
• Understanding of information security, NIS2, security protection, and related regulations
• Work in the public sector, preferably in a municipality or region
• Work close to architecture functions and strategic IT work
You communicate clearly in both spoken and written Swedish, have good collaboration skills, and communicate well with both technical and non-technical audiences. We believe you are someone with a coaching and clear leadership style who has the ability to build and develop teams. You have good organizational skills, can prioritize between planned work and ongoing events, and drive matters forward even when conditions are not entirely clear from the start.

The position may be security-classified, which means you must be a Swedish citizen and a security clearance will be conducted before any employment.
