JOB RESPONSIBILITIES Are you an engaged and development-oriented leader who creates direction, develops employees, and thrives in a complex organization? Do you want to contribute to proactive, long-term regional physical planning? Göteborgs Region is in the midst of a development process. Our strategic document Göteborgs Region 2050 was decided in spring 2026 and contains political agreements on how the metropolitan region will develop through 2050. The Environment and Urban Development Department is now seeking a Unit Manager for Living Environment and Community Planning who manages approximately 15 regional planners with expertise in community planning, energy, green infrastructure, and designed living environments. As unit manager, you lead and further develop the unit's work and are responsible together with your employees and colleagues for delivering results based on established goals. You will enter a phase where new thinking, collaboration, and common direction are crucial for our and the municipalities' progress. We seek a leader who wants and dares to lead change together with us. GR's overarching mission is to create added value for member municipalities through collaboration. As a manager, you build and nurture good relationships and create conditions for successful cooperation. You manage complexity in both operations and your daily leadership. Attentiveness, decisiveness, and development are central leadership principles in the work. Your assignment includes initiating, planning, implementing, monitoring, and developing operations within Environment and Urban Development. Most of GR's funding comes through applied grants or assignments/projects carried out on behalf of members. As a manager, you have a key role in securing funding for these assignments. The department's political mandate is led by both the Preparatory Group for Environment and Urban Development and the Board of Directors. Within the Environment and Urban Development Department, we are approximately 30 regional planners in two units with broad expertise in various subject areas, as well as development leaders and communicators. You work in close collaboration with the Unit Manager for Resource Use and Technical Infrastructure, participate in the department's management group, and report to the department manager. Work is also conducted in close collaboration with the department's development leaders and other expertise within Göteborgs Region with municipalities, government agencies, researchers, and other partners. Welcome to a great group that wants to accomplish something! QUALIFICATIONS We seek an experienced manager and leader with strong civic engagement and broad expertise in urban development. You enjoy coaching employees, driving development, and seeing the bigger picture. Your leadership style is characterized by trust, transparency, and a development-oriented approach. You work results-oriented and have the ability to create structure, engagement, and translate strategic goals into concrete results. You thrive in an organization that is constantly evolving, where you are expected to have a long-term perspective while also managing fast-paced processes that sometimes require you to take an operational role yourself. To succeed in this role, you have a strong ability to build collaboration structures and trustful relationships both internally and externally. You have experience working within or in close collaboration with the public sector and a good understanding of politically governed and member-governed organizations. Relevant academic education is a requirement. You are confident in your leadership and create engagement around shared goals by being clear, attentive, and present. As a leader, you motivate and involve your employees and foster a positive and development-focused workplace culture where people, ideas, and expertise can grow. Communicative leadership is important for creating clarity, participation, and shared direction. To thrive, you need to be curious about new perspectives and comfortable working in collaboration. We see the ability to have a holistic perspective as a major strength. You enjoy leading qualified employees in a complex organization and feel comfortable in an organization with diversified financing. It is meritorious if you have experience with regional development issues, the Planning and Building Act and planning processes, collaboration with academia, or work with external project financing. We offer you creative, engaged employees with various specialized expertise driven by working with sustainable social development, as well as experienced colleagues who will be your main support in implementing the assignment.
