Within the welfare development area, we work on cross-municipal issues related to social services, municipal health and medical care, and public health.
The new social services act places increased demands on evidence, proven experience, follow-up, and analysis. Therefore, the board has decided to establish a shared R&D unit for Skaraborgs' municipalities.

JOB RESPONSIBILITIES
As an R&D Leader, you will have a key role in building a new R&D function for Skaraborgs' municipalities. The assignment has great strategic importance and involves making research, proven experience, and operational knowledge a natural part of the municipalities' development work.
You develop structures, working methods, and collaborations that strengthen municipalities' ability to work systematically with knowledge, analysis, and learning. An important part is building sustainable relationships with universities and other knowledge actors.
The assignment involves bringing together municipalities, academia, and other actors around common challenges and creating frameworks for long-term collaboration. You lead development and collaboration processes and contribute to new working methods taking root.
This is a role with great opportunity to influence direction, working methods, and priorities in close dialogue with municipalities, colleagues within the federation, and other collaboration partners.
The role includes:
• initiating, leading, and coordinating the R&D unit's development together with the municipalities and colleagues at the federation
• developing long-term collaborations with universities and other knowledge actors
• creating structures for how research can be applied in practice and contribute to operational development
• supporting municipalities in working with knowledge-based approaches, follow-up, and analysis
• process-leading networks and collaboration arenas within the welfare area
• contributing to identifying common development needs and initiating relevant initiatives
• monitoring research, policy, and best practices and contributing to skills development
• representing Skaraborg in regional and national contexts related to R&D
QUALIFICATIONS
We're looking for someone with:
• experience driving or coordinating development work, projects, or processes
• experience collaborating between different organizations and actors
• experience working in social services or municipal health and medical care
• relevant academic education at minimum bachelor's level
• experience with research-related work or collaboration between academia and practice
• excellent ability to communicate and collaborate
It is a merit if you have:
• relevant academic education at master's level
• experience building and developing networks or collaboration structures
• knowledge of knowledge management within the welfare area
• research training
You may have your background from, for example, a municipality, region, university, authority, or research institute.
To succeed in this role, you need the ability to build trusting and long-term relationships. You thrive in settings where many actors need to collaborate and have an aptitude for creating structure and direction in complex environments.
You are proactive and persistent, with the ability to drive work forward together with others. You are receptive to different perspectives and can adapt your working methods according to context and needs.
