The Health and Elderly Care Administration works for residents in need of care and support as well as preventive health work for the elderly. The administration consists of just over 2,600 employees, of which 90 are managers. Together we perform meaningful work with a focus on the 5,000 users/patients we serve through equitable and equal care and support. About the Operation Are you an engaged leader with experience in both preventive public health work and public authority administration? Then you could be our new Unit Manager for the Preventive Services Authority. As a manager within the Preventive Services Authority, you will be a key person in developing the future social services within care and elderly services. The Authority currently consists of 85 employees distributed across five units: public authority/case handling, fee administration, HSV-team authority/care planning team, housing adaptation, and residential planning. Against the backdrop of demographic changes, the transition to new social services legislation, and proximity-based care, the operation is now being expanded with a sixth unit - Preventive Services Authority. This unit will develop new preventive working methods and launch a reception team within the Authority's operations. Our offices are centrally located at Ramnåsgatan 1 near Borås Travel Center with beautiful Ramna Park nearby, where many lunch walks are taken. There is a café in the building where employees can purchase sandwiches, simple meals, coffee breaks and more, so if you forget your packed lunch, it's no problem. Job Responsibilities As Unit Manager for the Preventive Services Authority, you are responsible for approximately 25 employees. The unit consists of both employees who work with outreach preventive work as an intervention without needs assessment, and social workers who are part of the reception team that will start in early 2027. As Unit Manager, you lead, develop, and follow up on the unit's operations based on the operational plan, established goals, and political direction. You have responsibility for operations, personnel, work environment, and budget. Since the position is new and under development, not all components will be in place when you assume office. You therefore have an important role in developing the operation and shaping new working methods with a focus on preventive work and early interventions, where accessibility, collaboration, and knowledge-based working methods are central elements. Furthermore, you will also lead public authority administration as a reception team handling new cases will start up. In your role, you will collaborate both internally within the administration and with other municipal operations, civil society, and external actors, primarily within the region's operations such as primary care and Södra Älvsborg Hospital. To promote a stimulating and good work environment for your employees, you work based on Borås City's personnel policy program and conduct systematic work environment efforts. You should also have good collaboration with union representatives. In order to strengthen employee participation and influence, you should enjoy developing and supporting employees in self-organized teams. You have four manager colleagues with whom you have close cooperation, and together with the Operations Manager, you form the authority's management team. Qualifications We are seeking someone with higher education with relevant focus, such as a social work degree or bachelor's degree that the employer deems equivalent, for example in social care or public health. We would appreciate it if you have several years of experience as a manager and feel confident in leadership. Since the assignment also includes leading public authority administration, you need experience in public authority administration within social services. You are a clear relationship-building leader who inspires, has a holistic perspective, and is driven by developing operations through refining working methods, routines, and processes, and communicating goals and assignments. As a leader, you need to be able to provide support when needed but also encourage participation and responsibility-taking among employees. It is important that you have good collaboration skills as you will be central to many issues both internally and externally. You have good communication skills and express yourself easily in speech and writing, and enjoy a changing work environment where you prioritize and lead based on the operation's collective needs. You need to be analytical, able to structure, and it is meritorious if you have experience in change management as you will lead the transition toward future social services.
