The Department for Healthcare Management (HSS) is part of the Corporate Office within Region Scania. The department consists of units and staff functions responsible for strategic areas including assignment and knowledge management, accessibility, pharmaceuticals, regional cancer center, patient safety, healthcare digitalization, and data analysis and registry center. HSS works as support to the Director of Healthcare in leading healthcare in Region Scania, as well as support to Region Scania's political organization and corporate management. Our mission is to contribute to a coherent and well-functioning healthcare system based on residents' needs and efficient use of resources. We set direction for healthcare in Scania and drive development forward. The Assignment Management Unit is responsible for management, monitoring, and development of Region Scania's care and contract areas. The assignment includes procurement of healthcare services (healthcare and dental care) and management of care agreements in accordance with the Public Procurement Act (LOU) and specialist care choice and dental care choice within the Freedom of Choice Act (LOV). Collaboration with the ideological sector within the framework of ideological public partnership (IOP) is also included. The unit consists of approximately 20 employees, healthcare strategists, and dentists. The assignment includes developing and quality-assuring processes and procedures for needs analyses, procurements, and contract work. The work also includes investigations, preparation of decision-making materials, and handling in preparation for political decisions. The unit collaborates with private and public healthcare providers and works to prevent, identify, and manage irregularities and welfare crime in close collaboration with the region's function for irregularity matters. WORK TASKS As a manager leading employees, you take your operations in the expected direction toward operational goals. Your employees' engagement is crucial to success in your assignment, and you value coaching, providing feedback, evaluating performance, promoting collaboration both within the unit and with partners, and creating a good work environment. Together with your employees, you develop operations through efficient working methods with high quality and continuously follow up for learning and further development. You have employer and management responsibility that includes employees, operational development, and budget. In your role as unit manager, you lead and develop operations with responsibility for both strategic decisions and daily priorities together with your employees. The unit is an important link in political matter handling, and as unit manager you are responsible for ensuring that matters within the unit's area of responsibility are prepared and, if necessary, presented in the healthcare board and other political forums. Work is conducted in close collaboration with other units within the healthcare management department as well as functions such as finance, legal, communications, IT, and administration. You also collaborate with Region Service and Healthcare Provider Service, which are responsible for first-line support to contract partners. The unit's area of responsibility has media interest and media contacts are part of the assignment. You are part of the department's management group and report to the Assistant Director of Healthcare/Assistant Department Manager, with shared responsibility for the department's development across unit boundaries. The position is located in Malmö. QUALIFICATIONS We are seeking you with relevant higher education or university degree in, for example, economics, law, or healthcare or equivalent. You have several years of experience as a manager with responsibility for personnel, operations, and budget, as well as experience leading change and development work. You have experience with collaboration between organizations and authorities and have worked in a leading role within a politically governed organization. Furthermore, you have a good understanding of the healthcare system. It is a merit if you have experience with procurements and contract work within the framework of the Public Procurement Act (LOU) and the Freedom of Choice Act (LOV) as well as agreements within ideological public partnership (IOP). As a leader, you are confident, clear, and attentive with a strong ability to create and develop relationships. You build strong teams and create engagement by promoting responsibility-taking, participation, and a good collaborative climate. You have well-developed communication skills and contribute to creating stability and a good work environment in a complex operation. With a coaching approach, you contribute to employees' development and drive change with clear direction.
