Division Mission The Procurement and Market Division is responsible for purchasing and supply matters with a focus on developing business acumen and control over our supplier market within all procurement categories and external supply chains. The division's mission currently includes government responsibility in the areas of procurement and purchasing as well as travel and facilities management. A review of the division is underway and the organization may undergo changes. The division has approximately 150 employees located throughout the country. Unit Manager's Mission and Responsibility Your role as unit manager involves overall operational, budget, and personnel responsibility. The operations you lead are responsible for procurement and purchasing in the categories of IT, HR, facilities, travel, communications, and interpretation services. In addition, the unit manages the agency's travel management including the administration of company vehicles and travel booking for job seekers. You are responsible for ensuring that the unit's results meet established targets. As unit manager, you are part of the division manager's leadership team and will jointly with them and the other unit managers bear responsibility for the division's results and development. You have an important mission to create a well-functioning leadership team and together with section managers drive and develop the unit, which consists of approximately 40 employees. The employees are located in Solna and Östersund. More about working with us Basic Requirements for the Position At least three years of experience in management with operational, budget, and personnel responsibility University or college education with relevant focus for the role, preferably law with at least 180 credits/120 points, or equivalent. Alternatively, experience that the employer deems equivalent Multi-year experience in procurement and purchasing work within the state or other public sector and good knowledge of all parts of the procurement process Very good knowledge of the Public Procurement Act (LOU) Experience from working in a strategic leadership team and driving matters in dialogue with other managers Additional Merits for the Position Experience or knowledge of regulations relevant to procurement within digitalization and IT Experience in working with labor market issues Experience working for a state agency Experience in cooperation with both internal and external partners such as municipalities, business sector, other agencies, and regions Experience with geographically dispersed organizations Experience working to create good conditions for regulatory compliance and preventing and combating incorrect payments and corruption Experience or knowledge of the Act on System of Choice (LOV) Good communication skills as the role often requires cooperation between IT, operations, and legal The state value base guides us in our daily work.
