Unit Manager for Land and Development at Kiruna Municipality
Want to take the next step in your career while becoming a key person in one of Sweden's most spectacular urban development projects?
Kiruna is in the midst of an unprecedented urban transformation – an entire city is being relocated and rebuilt from scratch. This entails complex land issues, strategic decisions, and the opportunity to work on projects that typically occur only once a century. We are now seeking a Land and Development unit that wants to step into a central role and contribute with experience, comprehensive perspective, and stability as we develop the Kiruna of the future.
Here you will work closely with decision-makers, influence long-term urban development issues, and lead projects that will leave their mark well into the future. If you want major challenges and the opportunity to be involved in planning and implementing a societal transformation, then Kiruna is the place where your expertise will truly make a difference.
Why Kiruna?
Kiruna offers something that few other places in Sweden can match:
One of the country's most extensive urban development projects
Grand surroundings – from midnight sun and northern lights to mountains, nature, and outdoor life
Space, closeness, and balance – distances are short and daily life is simpler
About the Position
As Unit Manager for Land and Development, you will be responsible for a team of approximately 10 people. You will work primarily at a strategic level, but also operationally. You are part of the urban development department's management group. The unit's work tasks include:
Pre-studies, detailed plans, development calculations, and contract preparation
Negotiations with landowners, developers, and external parties
Land management and overarching strategic land issues
Collaboration with politicians, authorities, municipal companies, and internal project groups
Engagement in projects related to both municipal and developer-driven development
You will be part of a department with short decision-making processes, great responsibility, and engaged colleagues within urban development.
Who Are We Looking For?
We are looking for someone who is confident, experienced, and curious – someone who is accustomed to driving complex development processes and wants to continue developing.
We believe that you have:
Relevant higher education, for example in surveying, law, urban planning, or similar
Management experience and good leadership qualities
Documented experience with development projects and/or municipal land management
Good ability to apply legislation within property law
Experience collaborating with multiple stakeholders and building trusting relationships
Ability to work independently, in a structured manner, and solution-oriented
If you have previously worked in a politically governed organization, we consider that a merit.
What We Offer
Meaningful work where you influence the development of an entirely new city
Pleasant work environment with engaged colleagues
Good balance between work and leisure
Free fitness up to 5,000 kr/year
Access to the municipality's mountain cabins
Opportunity for salary exchange for additional days off
An inclusive workplace culture where respect, responsibility, and collaboration are guiding principles
