About the Position The HR business area is part of the municipal management, where the staffing unit, payroll unit, and HR unit together with the HR staff direct, support, coordinate, and provide service and develop HR matters. The administration is seeking a new HR Unit Manager, as the current manager is moving on to new challenges. The role is central to the continued development of the municipality's employer function and involves overall responsibility for leading, developing, and ensuring quality of HR support to the municipality's managers in close collaboration with the HR staff. As HR Unit Manager, you are one of the HR Director's closest colleagues and are part of the business area's management group, where you collectively share responsibility for developing, driving, and following up on the entire business area. You report directly to the HR Director. You lead the HR unit, which consists of nine HR partners and two HR administrators. The unit is responsible for qualified and business-oriented HR support to the municipality's approximately 170 managers and for managing and administering several HR systems. In the role, you have personnel, budget, and occupational health responsibility for the unit. You create conditions for a strong, collaborative, and development-oriented team where commitment, knowledge-sharing, and close collaboration characterize daily work. The assignment includes, among other things: Lead, develop, and follow up on the HR unit's operations Ensure professional and equitable HR support Continue to develop a more consultative and business-oriented approach Develop employees' competence Ensure functioning system management, HR administration, and internal controls Contribute actively and drive continued development together with employees and managers WHAT WE'RE LOOKING FOR We're looking for someone with an academic degree in HR/personnel science of at least 180 higher education credits or other education deemed equivalent. You have several years of experience in qualified HR work within municipal or other public sector activities and good knowledge of labor law and HR processes. Furthermore, you have experience providing qualified consultative HR support to managers and have worked with development and change initiatives. You also have experience with digitalization work and see the possibilities in developing operations and processes with the support of digital solutions. Meritorious qualifications include: Experience in management positions with personnel, budget, and occupational health responsibility Experience leading HR operations or equivalent Experience with system management within HR Experience with business development, project work, and process management Experience with process compliance Personal Qualities We're looking for a confident and clear leader with a genuine interest in people, business development, and qualified HR work. You have high HR professional competence and are experienced in leading and developing both operations and employees. With a calm and stable approach, you inspire confidence and maintain focus even in complex matters, under high workload, or in challenging personnel matters. You are a development-oriented person who sees opportunities for improvement and has the ability to drive change and development work in a structured and engaging manner together with your employees. At the same time, you are unpretentious and value collaboration, knowledge-sharing, and good relationships, both within your own unit and with the rest of the organization. To succeed in the role, you have a holistic perspective and work systematically with good analytical skills. You are pedagogical and communicative, easily create understanding and engagement, and are clear in your expectations, decisions, and follow-up.
