About the Work As GVA Manager, you lead and develop the operations based on the municipality's goals, legislation, and sustainability ambitions. Together with your employees, you are responsible for important societal functions that affect the daily lives of municipality residents. You have overall responsibility for operations, personnel, work environment, and finances within your area of responsibility and report to the Director of Infrastructure and Building. About the Workplace You report directly to the Director of Infrastructure and Building and work in close collaboration with other unit managers within the operations. You manage a work team consisting of several functions located in Sorsele town and in Ammarnäs. Your Main Responsibilities Lead and Develop Operations Responsible for planning, development, and prioritization within operations. Drive improvement and development work based on operational goals and future needs. Ensure that operations are conducted in accordance with applicable legislation, regulations, and environmental requirements. Budget and Resource Management Responsible for budget, financial monitoring, and forecasting. Plan and prioritize resources for operations, maintenance, and investments. Operations and Maintenance Ensure quality within your operational area based on political goals and ambition levels. Responsible for planning and monitoring of operations and maintenance efforts. Water/Sewage and Waste Responsible for ensuring that water/sewage and waste operations are conducted robustly, efficiently, and in accordance with applicable legislation. Plan and drive development and investment work to meet future needs in water, sewage, and waste management. Procurement and Contracts Responsible for procurements, contract monitoring, and contractor relations. Ensure that procurements and agreements comply with legislation and the municipality's guidelines. Collaboration and Communication Represent the operations in dialogue with political bodies, authorities, entrepreneurs, and residents or other stakeholders. Create good collaborations both internally and externally. Prepare and present matters for the board and other decision-making bodies. Competencies and Qualifications We are looking for someone who has: Academic education in technology, environment, infrastructure and building, or other education/experience that the employer deems equivalent. Experience of leadership with personnel, operations, and budget responsibility. Experience in financial management and monitoring in operations with operations and investment costs. Good knowledge of operations, maintenance, and development of technical operations. Good communication skills and ability to create trusting relationships. Good ability to express yourself in Swedish, both verbally and in writing. Good digital skills and experience working in operations and IT systems. Category B driver's license. It is advantageous if you have: · Experience from water/sewage and/or waste operations. · Experience from entrepreneur-intensive operations. · Experience in investment planning and long-term facility management. · Knowledge of public procurement, procurement law, and contract law. · Experience in operations and maintenance of roads, street lighting, and winter road maintenance. · Experience from work in a municipal or other politically controlled organization.
