We expect: compliance with the requirements of Article 7 of the Civil Service Law; compliance with the requirements of Article 9 of the Law "On State Secrets"; higher technical education in the field of construction (engineering sciences); professional experience in managing large-scale construction projects or organizing and managing design and construction work, longer than three years; good knowledge of construction regulations; ability to evaluate facts, predict and assess risks, propose problem solutions; ability to set priorities, independently organize, plan your work, as well as ability to work in a team; good communication and interpersonal skills; English language skills at least at B2 level, including knowledge of industry terminology (one of the working languages – English); ability to work with MS Office applications and web browsers at user level; category B driver's license; eID card for performing job duties; desired experience working with foreign institutions, international organizations, projects financed by international financial instruments; desired construction practice certificate in one of the construction fields; desired experience in public procurement in fields corresponding to the industry; desired experience in public administration. Main job responsibilities: coordinate or manage infrastructure projects within NATO, NATO allied forces and nationally defined procedures; align project technical requirements and solutions, consult involved specialists and project managers on engineering solutions in complex military objects; propose engineering and economically justified recommendations for preferred building structures, engineering networks, layouts and other solutions; participate in inspection of buildings, structures and engineering communications, preparing relevant technical conclusions and inspection reports, within your competence; develop or prepare and format documents according to requirements established in regulations; carry out project supervision to achieve stated objectives; plan necessary measures to ensure the quality of construction projects and works within the project within specified deadlines, manage specific projects; participate in preparation of NATO technical project report documentation within your competence (Type B Cost Estimate, etc.); organize and/or participate in project-related meetings, commissions, seminars, conferences and working groups within your competence, including in NATO countries.
