About Us The Department of Law at Umeå University is expanding and currently has over 65 employees. The department is responsible for education in the Law Program, several other educational programs, and a large number of standalone courses. Description The serious security situation has not only led to the Swedish military defense being rebuilt at a rapid pace, but the same applies to civil defense. One aspect of rebuilding civil defense is to ensure supply preparedness. To be able to secure the supply of all kinds of goods, services, and construction contracts in connection with crisis, heightened alert, and war, well-developed cooperation between public and private actors is required. At the same time, such collaborations must be designed so that they comply with, among other things, public procurement legislation and EU state aid law. The Department of Law is now seeking a doctoral student who, as part of a project co-funded by the Swedish Competition Authority, wishes to develop a doctoral project with a focus on the overarching theme of effective civil preparedness from a broader competition perspective. Education at the research level corresponds to four years of full-time studies (240 credits). A person employed as a doctoral student also participates in undergraduate education or other departmental activities up to 20% of working time. In such cases, the doctoral student employment is extended accordingly so that four years of full-time studies in research level education is guaranteed. Eligibility Requirements and Assessment Criteria Basic eligibility to be admitted to research level education is held by those who have completed a degree at the advanced level, completed course requirements of at least 240 credits, of which at least 60 credits at the advanced level. To meet the requirement of special eligibility for admission to research level education in Legal Science, the applicant must have completed law education and earned a law degree/juris candidate degree or equivalent. An application can be supplemented with diploma documentation after the final application deadline. Special eligibility is also held by those who can claim other completed education or special professional experience, if the education or professional experience is deemed to provide competence in the subject of research level education that is equivalent to a law degree/juris candidate degree with respect to both knowledge in the subject of research level education and general legal knowledge of relevance to the same subject. Those who before July 1, 2007 have higher education of 120 credits (equivalent to 180 credits) and meet the special eligibility requirement are also considered to have eligibility for admission to research level education. Eligible applicants are assessed based on their ability to benefit from doctoral education. The assessment of an applicant's ability to benefit from doctoral education is based partly on their general competence based on educational background, the quality of independent work and other relevant merits, and partly on the scientific quality of the research plan.
