As controller chief, you have a central role in strengthening the agency's financial management and contributing to business development. About the position The Common Functions Division was established on April 1, 2025 and consists of approximately 150 employees. Here we bring together the agency's enabling functions within finance, analysis, procurement, facilities, customer relations, communications, human resources, and development. The division is in a development phase where coordination, common working methods, and business development are in focus. The Finance and Operations Management Section consists of approximately 12 competent, engaged, and motivated employees who are responsible for financial management, operations planning including budgeting, fee management, financial and operations monitoring, the agency's management system, and internal governance and control. As section chief, you are responsible for the section's operations, employees, and development. You have operational, personnel, work environment, and budget responsibility and lead the daily work within the section. You ensure that the section has the right competence, efficient working methods, and good conditions to deliver qualified support to management and operations with high quality. Together with another section chief, you are part of the unit's management group and report to the finance chief. Together, you are responsible for the unit's overall deliverables and development. You ensure appropriate financial management, high quality in financial processes, and qualified support to management and operations. The Swedish Transport Agency operates in a complex financial environment with both appropriation-financed and fee-based operations, extensive investments, and high demands for analysis and long-term planning. Within your area of responsibility, you lead and develop work on financial and operations management and ensure that financial analyses and monitoring provide relevant support for the business's priorities and decisions. A central part of the assignment is to work together with the finance chief, the division, the operations, and other parts of the unit to further develop the agency's financial management and strengthen coordination within the controller area. You contribute to developing common working methods, creating alignment, and implementing agency-wide governance into effective working methods within your area of responsibility. You must have an academic degree in finance or other education and experience that the employer considers equivalent experience of management assignments with personnel, budget, work environment, and operations responsibility knowledge of public sector governance, the state budget process, and internal governance and control experience leading and developing work with financial management, budgeting, forecasting, and financial monitoring experience with accounting, financial statements, and financial reporting experience preparing decision-making documents and financial analyses for managers and leadership very good ability to express yourself in Swedish, both orally and in writing It is meritorious if you also have experience with developing agency-wide governance and support processes leading development and change initiatives financial management in operations with complex financial flows and multiple financing forms appropriation-financed and fee-based operations work in complex financial systems, for example UBW To succeed in the role You are a confident and clear leader who creates trust, engagement, and good collaborations. More information The position is permanent with a management assignment for four years, based in Norrköping or Örebro. Appointment according to agreement. We normally apply a trial employment period. Opportunity for remote work exists based on operational needs, up to three days per week. Employment with us may involve placement in a security class. A security clearance with record check according to the Security Protection Act (2018:585) may therefore be conducted.
