The position is placed in the controller unit and belongs to the Financial and Operational Management department, which is part of the City Administration. The unit's mission is to provide support to all of the municipality's departments, companies, and divisions regarding financial and operational management, planning, follow-up, and analysis work. It is a combined role where you work with both the municipality's development economics while also focusing on departmental controlling. As a development controller, you are expected to have full control of the municipality's combined development economics, both regarding investments and operations. The duties include developing systematic approaches for, among other things, calculations and project accounting. You participate in preparing development agreements and land sales. An important part of the assignment is to support project managers and urban planners in monitoring project economics, timelines, and quality. You have a key role in ensuring that our projects are economically sustainable and that resources are used efficiently. An important task is to work with the municipality's investment strategist to create a long-term financial plan for development economics. As a departmental controller, you coordinate the financial work for the Urban Development Department and support department and division managers with financial planning, forecasts, and follow-up as well as developing relevant key performance indicators and qualitative analyses. You also prepare decision-making documents for the political process. You participate in preparing monthly and quarterly reports and annual accounts for the department's committees, which are the Building Committee, Environment and Health Protection Committee, and the Municipal Executive Board. The work also includes ongoing environmental monitoring for urban development and market conditions. Who Are We Looking For? We are looking for someone who has: an economics education at university level or other education that the employer deems equivalent at least three years of experience as a controller, preferably with experience from a municipality, region, or other politically governed organization experience in project controlling relevant experience in development economics good IT skills with very good knowledge of the Office suite. Experience with internal controls or contract follow-up is meritorious, as is experience working with larger decision support systems and with operational planning, follow-up, and analysis. To succeed with this assignment, we believe it is important to have good numerical analytical skills and that you are used to working independently and driving your issues forward. You are also used to formulating decision-making documents and presenting figures and results in a pedagogical and recipient-adapted manner.
