South Kurzeme Municipality INVITES APPLICATIONS FOR CIVIL PROTECTION ENGINEER (profession code – 2149 39) Fixed-term position. Salary: 1250 EUR (gross) Work location: Lielā iela 54, Grobiņa, South Kurzeme Municipality. Main duties of the position: Update the municipality's Civil Protection (CP) plan, guidelines, internal regulatory acts, draft decisions, and develop standard operating procedures (SOP). Conduct resource inventory and systematically inspect municipal facilities and critical infrastructure, including arrangements and adaptations for shelters. Work in cooperation with Liepāja city municipality to address joint cooperation territorial issues in the field of civil protection. Coordinate the municipality's cooperation with operational services, NGOs, private sector, as well as with the State Security Service and allied forces within the framework of host country support. Participate in CP commission work and respond operationally to threat situations, managing information flow and mobilizing resources for consequence mitigation. Plan and conduct CP training for municipal employees, and organize educational seminars for municipality residents and employees of capital companies by target groups. Represent the municipality on CP matters in institutions, as well as plan and provide support to the municipality's Development Department in CP project implementation. Requirements for candidates: Second-level professional higher or academic higher education (preferably in law, civil protection, fire safety, occupational safety, crisis management, or public administration). Desirable work experience in state or municipal institutions. Understanding of the Civil Protection system of the Republic of Latvia and practical application of related regulatory acts. Excellent organizational and management skills, ability to independently make decisions, manage information flow, and operate in high-stress, risk, and crisis situations. Good communication, argumentation, and public speaking skills, ability to cooperate with state services and non-governmental organizations. State language proficiency at an advanced level and good computer skills (MS Office applications). Category B driver's license.
