We are looking for a head of the local procurement section for our national operations department. With us, you will have an important assignment where you work with current societal issues that are affected by what happens in our surrounding world. This is a management position for you who thrive working in a business characterized by continuous change and development. The Swedish Migration Agency is in a period of development based on the government's reform agenda in the field of migration and the implementation of the EU's new migration and asylum pact. The authority is therefore facing changes that affect the section's work, such as the implementation of reception and return centers and an expansion of the number of detention places. The National Operations Department (NOA) is part of the Swedish Migration Agency's operational activities and is of national overarching or international character. The department consists of five sections (40 units) and a secretariat. NOA is responsible for, among other things, the authority's local procurement, national control and analysis work, case distribution, contact center, state compensation and activities abroad at our foreign offices. The department has approximately 850 employees stationed in ten locations in Sweden, and also has staff placed in several locations around the world. About Your Assignment In your role as head of the local procurement section, the work is characterized by high pace and great variety of tasks. You have nine directly subordinate managers and just over 170 employees around Sweden. The majority of the managers in the section are located in Norrköping. In addition, unit managers are also located in Sundbyberg, Gothenburg, and Malmö. As head of the section, you are responsible for the authority's local procurement and property management, including rental and maintenance costs, for all administrative premises, detention facilities, and collective housing for asylum seekers. You collaborate and communicate both internally and externally and represent both the department and the authority in various contexts. You develop the section's operations and ensure an efficient and sustainable organization with a good working environment. You work closely with the unit managers and take their support in your work as you lead and develop the section, both in the daily and long-term perspective. You ensure that there are conditions for participation, collaboration, and that goals are implemented, realized, and followed up. You create understanding for context, direction, and the objectives set by the authority and develop the plans your operations need. You have overall responsibility for employees, budget, and working environment. You report to the Director of NOA and are part of the department's management group. Who Are You? You are action-oriented and create the predictability and security employees need to take responsibility and meet change. You involve your employees in development work and create conditions for active employee engagement and learning in everyday work. You lead in contexts where the objective is not always given from the start, but needs to evolve. This requires the ability to navigate uncertainty and weigh different perspectives against each other. Through collaboration and anchoring, you ensure that the operations develop in line with long-term goals. You are confident in yourself, have good judgment and courage in decision-making – while also being receptive, unpretentious, and building good relationships. In our work as state civil servants, high demands are also placed on judgment and strong security and confidentiality awareness. You as an applicant have an academic degree, for example in construction or real estate, civil engineer, law, economics, or other education that the employer considers relevant multi-year current management experience with responsibility for operations, budget, and working environment experience leading through other managers experience working with local procurement and property management experience with public procurement Swedish citizenship. It is meritorious if you have: good insight into the state budget process and Swedish state administration management experience in public sector operations business and contract law competence Security vetting with background check in accordance with the Security Protection Act (2018:585) will be conducted.
