RIGA CITY MUNICIPAL GOVERNMENT OUTDOOR SPACES AND MOBILITY DEPARTMENT announces a competition for a vacant position in the Traffic Organization Management Infrastructure Protection Division CIVIL ENGINEER (full-time employment for an indefinite period) The Riga City Municipal Government Outdoor Spaces and Mobility Department is the leading institution of Riga City Municipal Government in the field of traffic, transport (including public transport services) and external lighting, ensuring maintenance, design and organization of construction of transport infrastructure facilities, supervision, coordination and control of city public transport services and passenger commercial transportation, resolution and coordination of traffic organization and traffic safety issues, maintenance of the city's public transport system and development of system concepts, attraction of investments for the implementation of approved concepts, organization of operation, repair work and decorative lighting management of Riga City Municipal Government external lighting networks, maintenance and management of street lighting, traffic lights and street clocks, technical operations and exploitation of mechanisms, provision of maintenance of territories belonging to or owned by the municipality, restoration of objects in the municipality's possession and public use, and implementation of territory improvement projects. We will entrust you with: • Receiving and reviewing applications for work in accordance with Riga City Council Binding Regulations No. RD-23-217-sn of July 12, 2023 "On the management of roads owned by Riga City Municipal Government" for the use (occupation) of transport infrastructure facilities. • Monitoring the deadlines and quality of registered work applications for the use (occupation) of transport infrastructure facilities by conducting on-site inspections of the facilities. • Monitoring emergency work—registering emergency work applications, controlling emergency work completion deadlines, supervising the quality of street and street element surface restoration. • Reviewing submissions from legal and natural persons within the division's competence, in accordance with the procedure established in legal acts. • Consulting clients on issues of transport infrastructure facility use (occupation). • Regularly maintaining and supplementing the "List of Renovated Street Surfaces" for streets and their sections that can be used for calculating rental fees for street element use. We expect: • Higher education in engineering sciences or higher professional education in the field (may be a final-year student). • High-level state language proficiency. • Experience in the position of civil engineer (minimum 2 years). • Experience in construction supervision will be considered an advantage. • Good practical computer and information technology skills working with AutoCAD, Microsoft Office Word and Excel programs, web browsers and office equipment, as well as the ability to master and use other programs necessary for job duties. • Good document preparation and formatting skills. • Good communication and business communication skills. • Precision, sense of responsibility, ability to independently and purposefully organize work, ability to work in a team, coordinate task completion, effective planning skills.
