Building Inspector at the Building Department of Talsu Municipality Administration

Your responsibilities will include:
monitor and enforce compliance by physical and legal persons with regulatory acts governing construction industry activities within the designated service territory, in accordance with competencies defined in the Construction Law;
identify discrepancies between existing conditions and requirements set forth in regulatory acts, and in accordance with established procedures, prepare and sign administrative acts and/or provide instructions on what actions must be taken to eliminate the discrepancy;
monitor, inspect, and oversee buildings on Municipality territory that have collapsed, pose a threat to human safety, or degrade the landscape, control their remediation, initiate proceedings for ruin status, assess necessity of conservation work, and recommend to legal counsel to initiate correspondence procedures;
monitor, inspect, and oversee unauthorized use of structures on Municipality territory, and recommend to legal counsel to initiate correspondence procedures;
review construction documentation and documents for building acceptance into operation, and perform independent actions in the Construction Information System (hereinafter BIS) in accordance with competencies defined in regulatory acts governing construction within the designated service territory.
Requirements:
at least first-level professional higher education in a building engineer study program or second-level professional higher education in an architecture study program or building engineer study program in the construction field;
impeccable professional reputation, integrity, and a high sense of responsibility;
knowledge of regulatory acts in the construction field, as well as understanding of the Administrative Procedure Law;
practical work experience in areas related to the job duties;
good skills in working with Office software, the Construction Information System (BIS2), and information and communication technologies;
good communication, planning, and organizational skills, willingness to learn and apply acquired knowledge for the municipality's overall development;
ability to apply interconnected process execution sequences, ability to use professional work methods and techniques, and theoretical knowledge for fulfilling job duties;
Category B driver's license.
