About the Swedish Prison and Probation Service The Swedish Prison and Probation Service is growing – we are building new facilities, renovating, and expanding, and we are now seeking more employees. Our most important goal is to reduce recidivism – to break the vicious cycle. When we succeed, society becomes safer and more secure for everyone. We are the authority responsible for prisons, probation services, remand prisons, and inmate transport. The Norrtälje Operations Area is part of the Swedish Prison and Probation Service's Stockholm region and includes the Norrtälje prison. We are undergoing a major capacity expansion, and much is happening in the operations area in the form of renovations and new construction. Within a few years, we are expected to have capacity for approximately 600 inmates and approximately 450 employees. The largest occupational group is prison officers, but we also employ healthcare professionals, administrative staff, educators, production managers, and others. We have now introduced a new management structure that creates a new management level between the Criminal Care Director (facility director) and the Prison Inspector. Prison Inspectors are first-line managers and lead employees working at the facility. The new management level is titled Assistant Criminal Care Director (KVC). We are therefore now seeking one (of two) Assistant KVC positions for the operations area. Job Description As an Assistant KVC, you contribute to achieving targets for the entire operations area. You have explicit functional responsibility within one of the responsibility areas. Functional responsibility means developing and monitoring operations within the function based on the operational plan, employer matters, work environment, internal and external cooperation, and inmate decisions. As an Assistant KVC, you also have operational, budget, and personnel responsibility, and your task is to plan and coordinate operations as well as develop them to achieve the highest possible target fulfillment. You have a number of directly reporting Prison Inspectors to support you, and through trust-based leadership, you create good conditions for them to succeed in their role. On behalf of the KVC, you conduct efficient operations within allocated budgets. Operations are, like elsewhere in the Swedish Prison and Probation Service, complex, with broad scope, and in an expansion phase, and your assignment will be characterized by this. The task involves coordinating, driving, and implementing change and development work with particular responsibility for your function. You will participate in two management groups. One led by the KVC consisting of the KVC and the Assistant KVCs (strategic management group). You will lead the other management group, which includes the Prison Inspectors attached to your responsibility area. You should be prepared to cover for the KVC during absences. Travel is part of the position. Trust-based working hours apply. Qualifications We are seeking someone who is a stable person, possesses great personal maturity, and has good communication skills. In your management and leadership, you are relationship-oriented and have prominent competencies in change management, planning ability, problem-solving ability, and results orientation. The role includes being the link between the operational and strategic levels; we therefore place great emphasis on the ability to analyze, monitor, and break down assignments and information. You lead and support your subordinate managers in developing their leadership and the overall operations, and you apply trust-based leadership. We assume that you share the Swedish Prison and Probation Service's fundamental values regarding a humane view of humanity, respect for the individual, and belief in people's willingness and ability to develop. You understand how background, culture, and group affiliation affect yourself and others. In practice, you implement the values our operations are based on and thus act as a role model. We are seeking someone who has: • An academic degree of at least 120 credits equivalent to two years at college/university or other education, in combination with experience that the employer deems relevant for the assignment • Well-referenced, several years of management experience with personnel, work environment, and budget responsibility • Experience driving change processes • Experience and ability to cooperate both internally and externally • Good knowledge of Swedish, both spoken and written It is also advantageous to have: • Documented leadership training, for example within the Swedish Prison and Probation Service's program or another management development program • Post-secondary education with focus in areas such as criminology, behavioral science, HR, sociology, law, economics, security, property management, or healthcare • Project management training • Management experience in the form of leading other managers and leading through a management group • Experience working with monitoring, quality assurance, and reporting, preferably within one of the responsibility areas: Inmates, Security, or Service/Administration and Support (within, for example, correctional services, healthcare, production, and kitchen) • Experience representing operations in mass media • Good knowledge of Microsoft Office and the overarching conditions (regulations, budget, employer policy, etc.) for public operations, preferably state operations Other Information The Swedish Prison and Probation Service has chosen to remove the personal letter and replaced it with selection questions relevant to the position.
