The County Administrative Board of Scania is a state authority at the regional level responsible for state administration in the county. We work to ensure that national goals are implemented in the county based on regional conditions. Within our assignments, we work with advisory services, permits and supervision, plans and strategies. We manage natural areas and distribute financial support. We collaborate with stakeholders throughout the county. We have approximately 600 employees and offices in Malmö and Kristianstad. Description We are seeking two emergency management officers for the unit for supply and capability planning. The workplace will be at our office in Malmö. The employment is permanent, with a six-month probationary period. Start date as soon as possible by agreement. The unit is one of the County Administrative Board's emergency management units with responsibility for crisis preparedness and civil defense. We have assignments within regional planning for civil defense, supply preparedness and public-private cooperation, as well as analytical activities within the division's areas of responsibility. Work is also conducted externally with stakeholders in the business sector, municipalities, the Swedish Armed Forces, MSB and other emergency management authorities. Due to the deteriorated security situation in Sweden and the surrounding region, total defense is undergoing strong development. The County Administrative Board, as the highest regional total defense authority, plays an important role in this work. Now there is an opportunity to contribute to this transformation and development journey. Job Responsibilities We are looking for you to contribute to work with crisis preparedness and civil defense in Scania. The roles are as generalists within emergency management, but for one of you, parts of the work will be particularly directed toward energy preparedness. For us, a generalist is someone who has broad expertise in the field or who is good at quickly acquiring knowledge and understanding processes or concepts and is quick to implement them in practical value for the unit's operations. Both roles encompass a broad range of tasks within the framework of the unit's and division's work on civil preparedness. As an employee, you will also be involved in developing strategies and preparedness plans, responding to consultations within the subject area, and building networks. You will lead processes and projects of various types, work with matters vital to society. For those with a profile toward energy preparedness, work tasks will also include, for example, planning the prioritization of electricity during capacity shortages (the control process) and extensive cooperation with the County Administrative Board's Climate and Energy Unit. You may also be involved in further developing the authority's crisis management and war organization. The operations take place in a changing external environment where new assignments arise while legislation and regulations develop. This means that both the content and scope of the assignment may change over time, which requires flexibility and the ability to adapt to new conditions. You will be part of the crisis management and war organization, which means that in the event of peacetime societal disruption or war, you may need to work at times other than regular office hours. It may also be relevant to serve as a reserve officer (TiB), which involves scheduled standby duty approximately seven weeks per year. In connection with the employment, you will be war-placed at the County Administrative Board. Qualifications We are looking for you to have: - relevant academic degree or other education we consider equivalent, as well as experience working within crisis preparedness and civil defense - experience with analysis or investigation work from public administration - very good ability to express yourself in speech and writing in Swedish - good ability to express yourself in speech and writing in English - experience working digitally, preferably with support from generative AI, and good knowledge of the Office suite - Swedish citizenship and a category B driver's license It is a merit if you have experience with: - work within energy preparedness - work within an emergency management authority - work within security, crisis preparedness and civil defense in public administration, municipal or state company with related assignments - project management or leading processes - handling matters with consideration of public access and confidentiality - cooperation/collaboration with various stakeholders in society Great weight is placed on your personal qualities. To thrive and succeed in the role, you need to be structured with the ability to manage a lot of information and see connections in complex matters. You should be able to handle uncertainty and a dynamic operation, while being able to collaborate and create good relationships with internal and external contacts. The role also requires a good ability to work independently within given parameters and to be able to prioritize effectively and work under time pressure. Security Clearance The County Administrative Board has an important coordinating role in case of societal disruptions and we place high demands on our employees' security and confidentiality awareness. Some of our positions are security-classified and may also involve war-placement at the authority, which means that security vetting must be conducted before an employment decision is made. In some cases, Swedish citizenship is required in accordance with the Security Protection Act (2018:585).
