No. 90000065720 announces an open competition for the position of Deputy Chair of the Guardian Court Requirements • A person who is a citizen or non-citizen of the Republic of Latvia. • A person who has reached the age of 30. • A person who has obtained at least an academic bachelor's degree or professional bachelor's degree and a level 5 professional qualification, or another qualification corresponding to level 6 of the European Qualifications Framework as defined in the Latvian Education Classification in pedagogy, psychology, medicine, social work or law, education management or public administration, and who has at least three years of work experience in the corresponding subject area of the acquired education or in the performance of the duties of a Chair of the Guardian Court, Deputy Chair of the Guardian Court, or Member of the Guardian Court. • Absence of obstacles specified in Article 11 of the Guardian Court Law to hold the position of Member of the Guardian Court. • A person who speaks the state language at the highest level in accordance with the requirements of the State Language Law. • A person of impeccable reputation. • Availability of a valid eSignature, as authorization in municipal information systems is carried out electronically. Additional Requirements • Copies of documents certifying additional training in specialized knowledge acquired in the scope and manner specified in Cabinet of Ministers Regulation No. 984 of 05.12.2006. • Copies of documents certifying additional training acquired in the last five years appropriate for the performance of the duties of the position. Preference will be given to candidates who • Have completed the training program for Chairs of the Guardian Court, Deputy Chairs of the Guardian Court and Members of the Guardian Courts and professional development training program of 24 hours duration in the last 5 years. • Have obtained second-level higher academic education in law or a professional master's degree corresponding to the law field or a professional master's degree in law and level 5 professional qualification (lawyer) or another qualification corresponding to level 7 of the European Qualifications Framework as defined in the Latvian Education Classification in law. Preference will be given to candidates with at least an academic master's degree or professional master's degree or professional master's degree and level 5 professional qualification, or another qualification corresponding to level 7 of the European Qualifications Framework as defined in the Latvian Education Classification in pedagogy, psychology, medicine, social work or law, education management or public administration, and who has at least five years of work experience in the corresponding subject area of the acquired education or in the performance of the duties of a Member of the Guardian Court. Skills • Skills in working with information and communication technologies, including MS Office programs (Word, Excel), electronic mail. • Document preparation skills, knowledge of regulatory acts for the implementation of tasks established for the position. • Good communication and interpersonal skills, high stress tolerance and sense of responsibility, strategic and analytical thinking, ability to make decisions. • Knowledge of any European Union official language. Duties • Participate in the organization of the Guardian Court's work, supervision of operational processes, and represent the Guardian Court; • Protect the rights and legal interests of children and persons in guardianship; • Receive visitors and provide consultations; • Prepare and direct cases for consideration at Guardian Court sessions, conduct Guardian Court sessions; • Perform certifications, assist in the settlement and protection of inheritance matters; • Cooperate with other Guardian Courts, Child Protection Centers, long-term social care and social rehabilitation institutions, healthcare and educational institutions, social services, police authorities, the State Probation Service and bailiffs; • Substitute for the Chair, ensuring the operation of the Guardian Court and case supervision; • Perform other duties of the position in accordance with the requirements of regulatory acts.
