No. 90000065720 announces an open competition for the position of Guardian Board Member Requirements • A person who is a citizen or non-citizen of the Republic of Latvia. • A person who has reached the age of 30. • A person who has obtained at least an academic bachelor's degree or professional bachelor's degree and a level 5 professional qualification or other qualification corresponding to level 6 of the European Qualifications Framework as defined in the Latvian Education Classification in pedagogy, psychology, medicine, social work or legal science, education management or public administration, and who has at least three years of work experience in the relevant field of acquired education or in performing the duties of Guardian Board Chairman, Guardian Board Vice-Chairman, or Guardian Board Member. • Absence of obstacles specified in Article 11 of the Guardian Board Law to hold the position of Guardian Board Member. • A person who speaks the state language at the highest level, in accordance with the requirements of the State Language Law. • A person with an impeccable reputation. • Access to a valid eSignature, as authorization in municipal information systems is conducted electronically. Additional Requirements • Copies of documents confirming additional training in the acquisition of special knowledge in the scope and manner specified by Cabinet Regulation No. 984 of 05.12.2006. • Copies of documents confirming additional training acquired in the last five years relevant to the performance of job duties. Preference will be given to candidates who • Have completed the Guardian Board Chairman, Guardian Board Vice-Chairman, and Guardian Board Members training program and professional development training program in the amount of 24 hours within the last 5 years. • Have obtained second-level higher academic education in legal science or a professional master's degree corresponding to the field of legal science, or a professional master's degree in legal science and a level 5 professional qualification (lawyer) or other qualification corresponding to level 7 of the European Qualifications Framework as defined in the Latvian Education Classification in legal science; preference will be given to candidates with at least an academic master's degree or professional master's degree in legal science and a level 5 professional qualification, or other qualification corresponding to level 7 of the European Qualifications Framework as defined in the Latvian Education Classification in pedagogy, psychology, medicine, social work or legal science, education management or public administration, and who have at least five years of work experience in the relevant field of acquired education or in performing the duties of Guardian Board Member. Skills • Proficiency in working with information and communication technologies, including MS Office programs (Word, Excel), electronic mail. • Document preparation skills, knowledge of regulatory acts for implementing tasks specified for the position. • Good interpersonal and communication skills, high stress tolerance and sense of responsibility, strategic and analytical thinking, ability to make decisions. • Knowledge of any official language of the European Union. Duties • Participate in Guardian Board work, receive visitors, review submissions and complaints, including submissions and complaints about parental conduct, provide consultations. • Participate in the proper resolution of cases by familiarizing oneself with documents received at the Guardian Board, prepare and provide responses to persons involved in the case. • Participate in Guardian Board meetings, ensuring collegial decision-making, as well as taking actions to ensure the implementation of decisions. • Represent the Guardian Board in other institutions, including courts, prosecutor's offices, the State Child Rights Protection Inspectorate, law enforcement agencies and other institutions, provide opinions in accordance with the scope of authorization. • Participate in professional development. • Ensure the performance of tasks specified in the Guardian Board Law and the institution's regulations. • Conduct inspections of family living conditions, compile and sign inspection reports and meeting minutes. • Work with child family cases and/or cases of persons with limited legal capacity. • Prepare cases for court review, draft claims, applications for special procedures, appeals, and other documents. • Prepare draft decisions. • Enter information into the NPAIS system in accordance with regulatory requirements. • Perform notarial activities. • Perform other job duties in accordance with regulatory requirements and assignments from the Guardian Board Chairman.
