Ventspils Municipality (Reg. No. 90000052035) announces an open competition for a vacancy of Guardianship Board Member position. Requirements for candidates: • Citizen or non-citizen of the Republic of Latvia; • at least 30 years of age; • obtained at least an academic bachelor's degree or professional bachelor's degree and level 5 professional qualification or other qualification corresponding to level 6 of the European Qualifications Framework as defined in Latvia's education classification in pedagogy, psychology, medicine, social work or legal science, education management or public administration; • at least three years of work experience in the relevant field of acquired education or in the performance of duties of a Guardianship Board chair, Guardianship Board vice-chair, or Guardianship Board member; • proficiency in the state language at the highest level; • impeccable reputation; • knowledge and understanding of the regulatory acts regulating the performance of job duties, general duties of the Guardianship Board; • ability to work under conditions of increased intensity, high stress resilience; • good communication, emotional resilience, and cooperation skills; • accuracy in performing work, high sense of responsibility; • ability to express oneself, argue one's opinion, and make decisions; • good skills in working with MS Office and other information technology programs; • desired knowledge of the training program mentioned in the fourth part of Article 10 of the Guardianship Board Law; • desired specialized knowledge in the field of child rights protection; • desired category B driver's license; • the candidate is not subject to any of the restrictions set out in Article 11 of the Guardianship Board Law. Main job duties: • participate in the work of the Guardianship Board, receive visitors, examine submissions and complaints, including submissions and complaints about parental conduct, provide consultations; • ensure timely, lawful, and quality preparation of Guardianship Board cases for examination and decision-making, reviewing documents received by the Board, preparing and providing responses to parties involved in the case; • participate in Guardianship Board meetings, ensuring collegial decision-making, as well as taking actions to ensure decision implementation; • represent the Guardianship Board in other institutions, including courts, prosecutor's office, State Child Rights Protection Inspectorate, police, and other institutions, provide expert opinions in accordance with the scope of authorization; • ensure the performance of tasks set out in the Guardianship Board Law and the institution's regulations; • conduct checks of family living conditions, compile and sign inspection reports and meeting protocols; • work with children's family cases and/or cases of persons with limited legal capacity; • prepare cases for court consideration, draft claims, petitions for special proceedings, appeals, and other document drafts; • enter information into NPAIS, BARIS systems in accordance with regulatory requirements; • perform notarial activities and other duties in accordance with regulatory requirements and instructions from the Guardianship Board chair.
