We are now seeking a department manager for the service division within the Technology and Service Administration. (currently Technology and Property Administration, which will change its name after the year-end) The Service Division's mission is to gather, develop, and strengthen the municipality's internal and external services. Starting at year-end, the division will comprise approximately 50 employees and four unit managers. This includes the service center, contact center, the quality and environment unit, as well as Sola Building and Furniture Reuse. The division's largest operations are the service center and contact center. The service center is responsible for reception and conference services, marriage ceremonies, municipality-wide mail handling, and election support. The contact center, which will launch after year-end, is the municipality's unified entry point for residents, both digitally and physically. The division has significant development potential, and the ambition is to eventually consolidate more services, which gives you the opportunity to help shape the division's future mission, working methods, and culture. Job Responsibilities As department manager, you are responsible for the division's overall operations, finances, personnel, and results. You lead four unit managers and participate in the technology and service administration's management group. You report directly to the administration director. In this role, you are responsible for creating good conditions for managers and employees to develop the business and deliver high-quality services. You lead through other managers and work to create engagement, participation, and a good work environment. The role combines strategic development work with operational leadership. You drive the development of future services by identifying opportunities for coordination, efficiency improvements, and new working methods based on the needs of the operations and residents. You are expected to be a driving force in the division's data-driven development by ensuring that decisions, priorities, and business development are increasingly based on analyses, facts, and follow-up. Examples of job responsibilities: Have overall responsibility for management, governance, and follow-up of the division's operations, finances, work environment, and goals. Lead and support the division's unit managers in their assignments. Develop services and working methods that create value for the municipality's operations and residents. Build and develop relationships with internal and external partners. Contribute to the technology and service administration's collective development as a member of the management group. Work with environmental monitoring and long-term development of the municipality's service mission. Qualifications We are looking for you—a confident and development-oriented leader with strong service focus and business acumen. You have the ability to create direction, engagement, and results, as well as to develop operations in a changing environment. You have a strategic approach and can turn ideas and goals into concrete results. You are receptive, relationship-building, and have an easy time creating trust and good collaborations. To succeed in this role, we see that you have: Relevant academic education or other experience that the employer considers equivalent. Multiple years of leadership experience. Experience with operations, budget, and personnel responsibility. Experience with change, development, or improvement work. Good financial understanding and experience using finances as a tool for governance and development. Experience developing operations based on customers', users', or other target groups' needs. It is advantageous if you have: Experience leading through other managers. Experience leading and developing services. Experience from municipal or other politically governed operations.
